Details of Performance Analysis

Given the uncertainty of the final FY 2007 appropriation levels at the time HRSA developed the performance targets for the FY 2008 Congressional Justification, many of the FY 2007 targets were not modified to reflect differences between the President's budget and the Continuing Resolution funding levels. Enacted funding may require modifications to some of the FY 2007 performance targets. Performance measures that may be affected significantly are footnoted throughout the Performance Detail section.

Introduction

This section provides details on HRSA's performance in working toward its mission of providing the national leadership, resources and services necessary to improve access to culturally competent, quality health care, with a particular focus on uninsured, underserved and special needs populations. HRSA is pleased to report, as summarized earlier in the budget narratives and as shown in the following detailed tables and discussion, that HRSA programs are generally meeting or exceeding performance targets.

HRSA's long-range strategies and sub-objectives, which support its mission, provide the organizing framework for this presentation of performance information which complies with the requirements of the Government Performance and Results Act. For each HRSA program activity, performance tables are provided that present performance measures, performance targets and actual performance results. These tables are followed by an analysis of performance for each performance measure.

The goals and measures identified or developed during Program Assessment Rating Tool (PART) reviews are included for all relevant programs. For most of these programs, the PART measures are integrated in the standard performance reporting tables. For the Ryan White CARE Act Program and the Rural Health Program, PART measures are presented in a separate table at the beginning of the relevant program section because these measures are cross-cutting and intended to reflect the combined performance of various program components.

HRSA's program efforts are consistent with and supportive of the strategic goals of the Department of Health and Human Services. The tabular presentations include references that show the connection between HRSA's outcome measures and the Department's strategic goals. Healthy People 2000/2010 goals and objectives also serve as a foundation for a number of HRSA's performance measures. The performance tables indicate the linkage between HRSA's performance measures and Healthy People objectives.

The performance tables show the month/year in which data, that are not yet available, are expected. Where there is a delay in reporting data, the most common reasons are: the time it takes for grantees to provide reports of end-of-year progress, the periodicity related to reporting requirements, and the availability of data from non-grantee sources (e.g., vital statistics). Also some performance measures are reported on a multi-year versus yearly basis. Information about data sources is provided with the performance tables. HRSA, in conjunction with its partners and stakeholders, continues to work on further improving the collection, analysis and reporting of timely and accurate performance data and using these data to inform decision making.
