Statement of the Budget Request - The FY 2008 Budget does not request funding for Rural Access to Emergency Devices and Public Access Defibrillation Demonstration Project grants. This is $1,485,000 below the FY 2007 Continuing Resolution (CR).

Program Description - Funding for the Rural Access to Emergency Devices (AED) Grant program was first provided in FY 2002. Community partnerships are eligible to receive funds for purchasing and distribution of AEDs (automatic external defibrillators) and training in their use in the eligible areas of the State. The FY 2003 - 2005 appropriations for the AED program provided funding for additional eligible partnerships for placement of AEDs and training in their use. In FY 2006, the program was restructured. Four competitive grants were awarded based on need. It is expected that much of the demand for rural AED placement will be met by these appropriations.

In FY 2004, additional funding was allocated for the Public Access Defibrillation Demonstration Projects (PADDP). The purpose of the program is to support grants to political subdivisions of States, Indian Tribes and Tribal organizations to develop and implement public access defibrillation projects. The intent of this grant program is to support projects that will increase public access of emergency medical devices and services. There is no request for this program in FY 2008.

Rationale for the Budget Request - There is no FY 2008 Budget request for this program. The need for this program has decreased resulting from the distribution of over $45 million to communities for AED purchase, training, and placement.
