Statement of the Budget Request
- The FY 2008 Budget does not request
funding for this program. This is $28,681,000
below the FY 2007 Continuing Resolution
(CR).
Program Description
- The AHEC Program provides cooperative
agreements to medical and nursing schools
to encourage the establishment and maintenance
of community based training programs in
off-campus rural and underserved areas.
Interdisciplinary teams of students, faculty
and practitioners are trained in community-based
settings such as Federally Qualified Health
Centers (FQHCs) i.e., Community/Migrant
Health Centers, Rural Health Clinics,
National Health Service Corps sites, local
health departments and other underserved
area sites. Emphasis is placed also on
enhancing the diversity of the health
personnel workforce and improving the
practice environment and the quality of
care available in underserved areas.
Rationale for the Budget Request
- The FY 2008 Budget does not request
funding for the AHEC Program. This is
$28,681,000 below the FY 2007 CR. The
AHEC Programs have been well received
and it is anticipated that they may be
supported entirely by State and local
resources in the future.

Performance Analysis
- Most of the Health Professions’
Title VII and Title VIII programs were
reviewed as a unit during the FY 2004
budget cycle using the Program Assessment
Rating Tool (PART). This program was included
in that assessment. These programs, in
the aggregate, received a rating of Ineffective.
New performance measures are being established
for the Health Professions program overall.

Program Description
- Under Allied Health and Other Disciplines,
funds support the Allied Health Projects
Grant Program which makes grants to eligible
entities to assist them in meeting the
costs associated with expanding or establishing
an allied health professions program.
Funds support the Chiropractic Demonstration
Project grants, and Grants to Support
Graduate Psychology Education. Chiropractic
Demonstration Project grants support research
in which chiropractors and physicians
collaborate to identify and provide effective
treatments for spinal and/or lower back
conditions. Graduate psychology education
grants support post-baccalaureate education
within accredited psychology training
programs, in collaboration with two or
more medical or behavioral health disciplines.
Eligible entities include accredited health
profession schools, universities, and
other public or private nonprofit entities,
including faith-based and community-based
organizations.
Rationale for the Budget Request
- The FY 2008 Budget does not request
funding for the Allied Health and Other
Disciplines Program. This is $3,960,000
below the FY 2007 CR. The budget focuses
on activities that fund the placement
of more doctors, nurses, and other health
care professionals in the regions and
pockets of the country that face shortages.
Many of the community-based interdisciplinary
training programs using telemedicine and
other distance learning education and
training techniques have been institutionalized
and will continue to provide training
in the future. The Chiropractic Demonstration
Projects and Podiatric Medicine Primary
Care programs are also relatively small
efforts that can be supported by other
sources of funding.
