Capital Development-Building Capacity (CD-BC) grants will improve existing Health Center Program grantees’ capacity to provide primary and preventive health services to medically underserved populations. Health Center Program grantees requesting CD-BC funding must demonstrate how their proposal will lead to significant improvements in the health center’s capacity to address the existing and unmet needs of underserved patient populations.
 
HRSA expects to award approximately $600 million for an estimated 125 - 150 CD-BC grants in FY 2012. HRSA has established a minimum of $500,000 and a maximum of $5,000,000 as the amount of Federal funding that can be requested in a CD-BC application. Within this funding range, an eligible applicant may submit one application proposing one site-specific; stand-alone; alteration/renovation, expansion, or construction facility project.

The program is authorized by the Patient Protection and Affordable Care Act of 2010, Section 10503, P.L. 111-148.

Eligible Applicants

An application submitted under announcement number HRSA-12-115 will be considered eligible if it meets all applicable eligibility requirements listed below.

  1. Applicant is an existing health center that had an application approved for grant support in FY 2011 under the Health Center Program and did not receive an award through either the FY 2010 Facility Investment Program (FIP) or FY 2011 Capital Development funding opportunities.
  2. Application request for funding as presented on Standard Form-(SF)-424C is equal to or greater than $500,000 and equal to or less than $5,000,000.
  3. Construction activities associated with the project will not begin prior to the award date.
  4. The project will not be used to support space which will be rented to other entities for the purpose of generating revenue. The project space must be operated by the grant recipient to support services consistent with its Health Center Program grant awarded under section 330 of the Public Health Service Act.
  5. The proposed project cannot be a sub-recipient or contractor site.
