About the Capital Development—Immediate Facility Improvements Grant

Capital Development-Immediate Facility Improvements (CD-IFI) grants will improve existing Health Center Program grantees’ efforts to improve the immediate facility needs within existing sites that are providing primary and preventive health services to medically underserved populations nationwide. Health Center Program grantees requesting CD-IFI funding must demonstrate how their proposal will address the immediate facility improvement needs at their current site(s).  

HRSA expects to award approximately $100 million for an estimated 250-300 CD-IFI grants in FY 2012. HRSA has established a cap of $500,000 as the amount of Federal funding that can be requested in a CD-IFI application. Within this cap, an eligible applicant may submit one application proposing a maximum of five alteration/renovation site-specific, stand-alone facility projects.

The program is authorized by the Patient Protection and Affordable Care Act of 2010, Section 10503, P.L. 111-148.

Eligible Applicants

An application submitted under announcement number HRSA-12-116 will be considered eligible if it meets all applicable eligibility requirements listed below.

  1. Applicant is an existing health center that has had an application approved for grant support in FY 2011 under the Health Center Program.
  2. The proposed project(s) within the application will support alteration/renovation costs. No new construction costs will be permitted.
  3. Application request for funding as presented on Public Health Service (PHS) Form 5161-1: Standard Form (SF)-424C is less than or equal to $500,000.
  4. Construction activities associated with the project will not begin prior to the award date.
  5. The project(s) will not be used to support space which will be rented to other entities for the purpose of generating revenue. The project space must be operated by the grant recipient to support services consistent with section 330 of the Public Health Service Act.
  6. Application proposes to support the costs of alteration/renovation of a facility that is within the health center’s current approved scope of project (i.e., listed on Form 5B).
  7. The proposed project(s) cannot be a sub-recipient or contractor site.
  8. The project(s) proposed within the application will not occur at a site that received construction-related funding (i.e., new construction or A/R/R project) through the Capital Improvement Program (CIP), Facility Investment Program (FIP), or FY 2011 Capital Development funding opportunities.
