New Non-Competing Continuation Process

Beginning October 1, grantees no longer were required to submit a full grant application to determine eligibility for funding of a successive budget period within their approved project period.  

Instead, grantees need only to submit the streamlined Non-Competing Continuation Progress Report for continued funding of the next budget period.  

The new Non-Competing Continuation (NCC) Progress Report includes the following:

  • SF-PPR (Standard Form-Program Progress Report) and SF-PPR2
  • Budget Section
  • Performance Report (Progress Report Attachment) or Program Specific Forms
  • Additional Appendices are available if the Program requests additional Progress Report Related Information via the Program Specific Instructions. Additional attachments should only be submitted if requested in the Program Specific Instructions.

Eligibility for continued funding is based on

  • measurement of the completion of the progress and performance of the grant’s approved goals and objectives,
  • compliance with all terms and conditions, and
  • availability of appropriations.   

NCC Progress Reports are submitted directly into HRSA Electronic Handbooks (EHBs) as post-award submissions. New and competing applications will continue to be submitted via Grants.gov.

NCC Progress Report Two-Phase Implementation

Phase 1: NCC Progress Report (in progress) 

EHB e-mail notifications are sent at least 120 days prior to the budget period renewal date. The notification is sent to the Program Director/Principal Investigator (PD/PI) listed on the most recent Notice of Grant Award, alerting the PD/PI that the NCC Progress Report is available to access and when the report is due in EHB.

Phase 2: NCC Progress Report- (later this calendar year)

Changes will include capturing all out-year budgets for all remaining budget periods, eventually phasing out the need for budgets in the NCC Progress Report.

How to Submit Your NCC Progress Report

Log in to HRSA EHBs

If you do not have a HRSA EHB account, select the registration link on the left to create your account in two simple steps:

  1. Provide some basic information to create an individual account.
  2. Affiliate your account to your organization record based on the role you play for the given organization

Access Grant Portfolio

Click on the “Grant Portfolio” link on the left menu.

If the grant does not appear in the Grants list, and you have NOT previously added it to your grants portfolio, follow the steps below:

  • Click the “Add to Portfolio” link in the left side menu
  • Use the Wizard and follow the onscreen instructions to complete the process

If you have already added the grant to your Grants Portfolio and the grant does not appear in the Grants List, you may have to change to the organization that is associated to the grant. Follow the steps below to switch organizations:

  • Click the “My Registered Organizations” link in the left side menu
  • Locate the organization that is associated with the grant and click the “Change to this Organization” button.
  • Click the “Confirm” button in the bottom right corner of the page. A confirmation message will appear stating that you have successfully switched organizations.
  • Click the “View Portfolio” link in the left side menu to view the Grants List.
