Planning Grants—New
Grant Competition
Planning grants are considered to be a useful aid
to the development of viable proposals to establish
new health center sites that will meet Federal requirements
for governance, community involvement, quality of
care and financial feasibility under the Health Center
Program (i.e., Community Health Center (CHC), Migrant
Health Center (MHC), Health Care for the Homeless
(HCH), and Public Housing Primary Care (PHPC) Programs)
authorized under section 330 of the Public Health
Service (PHS) Act, as amended. HRSA expects to award
approximately $2 million for this activity in FY 2008.

free) through April 21, 2008.
Eligible applicants must be
- Public or private nonprofit entities, including
tribal, faith-based and community organizations,
may apply for a planning grant for the development
of a section 330 compliant health center.
An application will be considered only if
- Applicant is a public or private, nonprofit entity.
- Applicant is not a current section 330 funded
health center.
- Applicant has submitted only one planning grant
application in FY 2008.
- Application proposes one or more of the following
planning activities associated with the development
of a section 330 compliant health center:
- Conducting a comprehensive needs assessment;
- Applying for MUA/MUP designation and/or other
essential designations;
- Designing an appropriate health care service
delivery model, based on the comprehensive needs
assessment;
- Efforts to secure financial, professional,
and technical assistance;
- Increasing community involvement in the development
and/or operational stages of a comprehensive
health center; and
- Developing linkages/building partnerships
with other providers in the community.
- Application requests one-time Federal section
330 funding, for the one-year project period, as
presented in Budget Form SF 424A and accompanying
Budget Justification, that DOES NOT exceed the established
annual cap of $80,000.
- Applicant must adhere to the 80-page limit on
the length of the application when printed by HRSA.

Note: The page limit does NOT include the Tables
of Contents or the PHS 5161-1 Standard Forms (i.e.,
SF 424 Face Page, SF 424a Budget for Non-Construction
Programs, HHS Checklist, or Disclosure of Lobbying
Activities).
