About the Service Expansion Supplemental Grant Competition

An important element of HRSA’s commitment to improving and expanding access to needed primary health care services is the delivery of primary health care services for the underserved through operational support under the Health Center Program (i.e., Community Health Center (CHC), Migrant Health Center (MHC), Health Care for the Homeless (HCH), and Public Housing Primary Care (PHPC) Programs) authorized under section 330 of the Public Health Service (PHS) Act, as amended. Access to mental health/substance abuse services, oral health care, and pharmacy services is critical in ensuring the overall health and well-being of the populations served by health centers funded under the Health Center Program. The goal of this funding opportunity is to increase access to mental health/substance abuse, oral health, and pharmacy services.

Only the following applicants are eligible

  • Applicant must be an existing health center grantee. Health center grantees are those organizations which currently receive funding under the Consolidated Health Center Program authorized under section 330 of the PHS Act, which include:
    • Community Health Centers (CHC) – section 330(e)
    • Migrant Health Centers (MHC) – section 330(g)
    • Health Care for the Homeless (HCH) – section 330(h)
    • Public Housing Primary Care (PHPC) – section 330(i)
  • Applicants that received Federal funding for the first time under section 330 as a New Start in Fiscal Year 2006 or 2007 are NOT eligible for Service Expansion funding.
