Network Partners: Rural hospitals, tertiary care center, rural health clinics, rehabilitation center, public schools, and long term care facilities.

Project Purpose: The main area of focus is to supply direct services and improve outcomes to schoolchildren under the Individuals with Disabilities Education Act (IDEA) in underserved areas, including speech language pathology and behavior modification. A secondary focus is residential-based services including wound care, vital sign monitoring, hospice, and rehabilitation.

Outcomes Expected: Patient/Provider satisfaction is measured with a Likert survey. An increased number of school- children will meet their Individual Evaluation Plan (IEP) goals while children receiving behavior modification will show improvement in integration and social skills. Wound care will show decreased days to heal, averted surgeries, and reduced home health visits. Vital sign monitoring will reduce hospital readmissions, Emergency department visits, and home health visits.

Service Area: Providers from 7 counties serve 21 counties including 17 HPSAs/MUAs in four regions of Oklahoma.

Services Provided: Project began Oct. 1997. Speech language pathology, behavior modification, primary care (ENT), and scoliosis screenings are supplied to schoolchildren. Wound care, remote patient monitoring, speech therapy, physical therapy, occupational therapy, mental health. and palliative care are provided to patients in residences, hospitals, and clinics.

Equipment: 7 Polycom ViewStation Videoconferencing units, 60 StarView 500 Video Phones, 25 StarView 2000 Video Phones, 4 ENT Scopes, 6 Elmo Visual Presenters, 5 General Exam Cameras and 14 CHF Home Vital Sign Monitoring Sets.

Transmission: Fractional T1, Internet Protocols, Internet/ World Wide Web, and analog.

Network Partners: Oklahoma State University Telemedicine, Education and Training Center (Tulsa, OK) Oklahoma State University Rural Health Policy and Research Center (Tulsa, OK) Oklahoma Critical Access Hospitals (CAH), potential CAHs and other rural health providers.

Project Purpose: The Rural Health Telemedicine Program will help CAHs, potential CAHs and other rural health providers purchase telemedicine equipment, services, and training. The project will provide 80%, up to $16,000, of the cost of the equipment and training each participant believes is necessary to improve the quality of healthcare for their patients. Each participant is responsible for securing their specialists and for 20% of the cost, no more than $3200, unless they choose to contribute more. Participants will have free access to OSU’s Telemedicine expertise to help with equipment, training and specialists decisions.

Outcomes Expected: Increase access to specialty care – Performance data reporting tool. For medical staff, increase access to continuing education - provider satisfaction survey tool. Decrease amount of time traveled for patients - Performance data reporting tool. Decrease number of miles traveled for patients - Performance data reporting tool.

Service Area: Statewide, potentially representing 72 counties, including 5 HPSAs, 16 MUAs, and 18 counties that are both HPSA and MUA classified. Final number will be much smaller as there are only enough funds for 15 to 25 sites.

Services Provided: New program.

Equipment: Not yet known. Will be determined by collaborative effort between the State Office of Rural Health, OSU Telemedicine Training Center and each participating facility.

Transmission: Full T1, Internet.
