Project Partners: Community-based organizations, rural and underserved communities, rural health networks

Service Area: State of West Virginia

Major Services: Develop management information systems that will allow networks to track encounter data; establish true costs associated with each network provider; perform utilization review and quality assurance functions. The MIS will also provide “back office” managed care functions such as directing claims information to the correct billing source, re-pricing claims according to contracts, and tracking withholds and physician utilization.

Equipment: Routers, switch and modem DSU to connect data set to the Network central Processor. Cisco 1601 R Ethernet/Serial modular router, factory upgrade, WAN interface card, LAN installations, computers and printers

Key Features:

  • Establish a central repository for claims submissions by all network providers.

Build a data repository that will house the master patient index that will be populated by individual providers and accessed by all eligible providers. The West Virginia Rural Health Network Development Initiative was funded in 1999 to develop health care projects that will enhance and integrate health care services for rural and underserved communities. In addition to Management Information System development, the grant is being used to support the Rural Health Community Leadership Program, the Recruiter Tutor (recruitment manual), and the Health Careers Manual. This project is scheduled to close out in FY 2002.

Project Partners: 13 primary community mental health centers and 32 satellite community mental health centers

Service Area: 42 rural communities through out West Virginia

Major Services: Psychiatry, pharmacological evaluations, and health provider education

Equipment: Tandberg video conferencing codec(s), Elmo pan/tilt/zoom camera(s), microphone(s), Sony video monitor(s), and cart(s)

Key Features:

  • The primary goal of this psychiatric telemedicine project is to help patients in rural areas obtain improved access to psychiatric care.
  • Project will enhance access to psychiatrists in shortage areas.
  • Provide continuing medical educational opportunities to health care professionals.

Site is staffed with specialty trained telehealth nurse clinicians.

The current MDTV telehealth program provides services to 23 sites in West Virginia, Ohio, and Maryland. The specialties provided include dermatology, rheumatology, endocrinology, neurology, nephrology, infectious disease, psychiatry, pulmonary, and gastroenterology. The project also provides continuing medical education, distance learning, and administrative teleconferencing over the Network.

During the past year, MDTV worked with regional prisons to provide psychiatric services to over 2,100 inmates. This experience proved that tele-psychiatry works exceptionally well. West Virginia has a serious shortage of psychiatric and behavioral medicine service providers. This shortage is particularly acute for the state’s 14 primary regional mental health centers and 34 satellite mental health centers.

The goal for this project is to more effectively provide psychiatric pharmacological evaluations to rural communities throughout West Virginia. Patients, health care providers, and communities will benefit from this project partnership with MDTV.
