Ruth L. Kirschstein National Research Service Award Institutional Research Training Grant

Children’s Hospitals Graduate Medical Education (CHGME) Payment Program

Who can apply: There are two categories of children’s hospitals that may be eligible for CHGME payments in FY 2021, depending on the funding appropriated to the program – “Currently Eligible Hospitals” and “Newly Qualified Hospitals”. Hospitals that are applying for the first time for the CHGME Payment Program may be hospitals that are new to the CHGME Payment Program but qualify under the “Currently Eligible Hospitals” requirements or eligible as a “Newly Qualified Hospital”. a. Currently Eligible Hospitals: Includes freestanding children’s hospitals that meet the original eligibility requirements for CHGME payments that were established prior to 5 the Children’s Hospital GME Support Reauthorization Act of 2013. These freestanding children’s hospitals must meet the following criteria: 1) Have a Medicare payment agreement; 2) Are excluded from the Medicare Inpatient Prospective Payment System (IPPS) pursuant to section 1886(d)(1)(B)(iii)5 of the Social Security Act (SSA) and its accompanying regulations; and 3) Participate in an approved GME residency training program as defined in section 1886(h)(5)(A) of the SSA. b. Newly Qualified Hospitals: As per the Children’s Hospital GME Support Reauthorization Act of 2013, a freestanding hospital may be eligible for CHGME payments depending on the level of funding appropriated to the program if it meets the following criteria: 1) Has a Medicare payment agreement; 2) Is excluded from Medicare IPPS pursuant to section 1886(d)(1)(B) of the SSA and its accompanying regulations; 3) Its inpatients are predominantly individuals under 18 years of age; 4) Has an approved medical residency training program as defined in section 1886(h)(5)(A) of the SSA; and 5) Is not otherwise qualified to receive payments as a Currently Eligible Hospital as defined under this section or section 1886(h) of the SSA. For those freestanding children’s hospitals that met the above requirements for Newly Qualified Hospitals as of April 7, 2014, and the Secretary had not previously determined an average number of FTE residents under section 1886(h)(4) of the SSA, the Secretary may establish such number of FTE residents for the purposes of calculating CHGME Payment Program payments. Advanced Nursing Education Nurse Practitioner Residency Integration Program (ANE-NPRIP)

Who can apply: Eligible applicants are accredited schools of nursing, nurse managed health clinics/centers, academic health centers, state or local governments and other private or public nonprofit entities determined appropriate by the HHS Secretary. For the purposes of this NOFO, FQHCs are eligible applicants. The NP residency program must be accredited by a recognized, professional NP accreditation organization, or be in the process of accreditation.21 At minimum, the applicant has completed the NP residency program self-assessment and has submitted either a notice of intent to apply or an application to a NP residency accrediting organization. The most successful applicants will have either an accredited NP residency program, or have had the initial on site full assessment by the NP residency accrediting organization. The NP residency program must maintain its accreditation throughout the period of performance. Loss of active accreditation status may be cause for HRSA to cease or reduce recipient funding levels beyond the first project period year. Consortiums may apply for these funds, if otherwise eligible. Each entity must meet the eligibility requirements for this NOFO. HRSA will make one award per consortium to the applicant of the consortium provided it is an eligible entity and has the legal authority to apply for and to receive the award on behalf of the other consortium members. An entity can be a partner to multiple ANE-NPRIP NOFO applications, but can only be an applicant on one application. Domestic faith-based and community-based organizations, tribes, and tribal organizations may apply for these funds, if otherwise eligible. In addition to the 50 states, only eligible applicants in the District of Columbia, Guam, the Commonwealth of Puerto Rico, the Northern Mariana Islands, American Samoa, the U.S. Virgin Islands, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau may apply. Individuals and for-profit entities are not eligible applicants under this NOFO. Individuals should consult directly with the academic institution where they receive their training (not HRSA) regarding components of or experiences at that training program.

Nursing Workforce Diversity-Eldercare Enhancement (NWD-E2) Program

Nurse Education, Practice, Quality and Retention (NEPQR) Simulation Education Training (SET) Program

Opioid-Impacted Family Support Program

Who can apply: Eligible applicants include the following: State-licensed mental health nonprofit and for-profit organizations (see definition in Section VIII). These organizations must be able to support programs for pre-service or in-service training of paraprofessional child, adolescent and transitional aged youth mental health workers. These training programs can include behavioral health-related paraprofessional occupations such as peer support specialist, peer support counselor, community health worker, outreach worker, behavioral health aide, social services aide, substance abuse/addictions worker, youth worker, and promotor/a (for full list of occupations see the Paraprofessional definition in section VIII). For the purpose of this NOFO, these organizations may include academic institutions, including universities, community colleges and technical schools, which must be accredited by a nationally recognized accrediting agency, as specified by the U.S. Department of Education.
