Internal Controls Tip Sheet

Effective Internal Controls are the basis for strong financial systems and processes that prevent fraud, waste, and abuse. HRSA offers an Internal Controls Tip Sheet (PDF - 281 KB) to help you effectively manage and protect federal funds.

Unallowable Costs

Each year, HRSA works with some of our federal recipients to return grant funds spent on unallowable costs. This impacts the recipient's ability to accomplish its important health mission.

We created the Tip Sheet for HRSA Grantees (PDF - 210 KB) to help recipients avoid misspending grant funds.

Management Controls

The Financial Management Requirements (PDF - 104 KB) includes information about 18 management control areas that recipients must incorporate into their existing written procedures.

These areas help recipients adequately administer federal awards and conform to the standards prescribed in regulation.

The Federal Funding and Transparency Act (FFATA)
FFATA requires recipients of non-Recovery Act funded grants and cooperative agreements, awarded on or after October 1, 2010, to report on sub-awards of $25,000 or more.

Federal Awardee Performance and Integrity Information System (FAPIIS)
FAPIIS is an information system containing specific information on the integrity and performance of covered federal agency contractors and grantees.

Federal Financial Report
As a condition of award, HRSA grantees must submit a Federal Financial Report (FFR) annually.

Uniform Administrative Requirements

The Office of Management and Budget (OMB) issued Uniform Administrative Requirements to streamline the regulations and requirements for grants management across the federal government.

This guidance applies to all organizations seeking and receiving federal funding.

  • The administrative requirements and cost principles became effective for new awards and existing awards (receiving additional funding) on December 26, 2014.
  • The audit requirements apply to audits of organizations with fiscal years beginning on/after December 26, 2014.
  • Existing awards that do not receive additional funding will continue to be administered by the terms and conditions in effect at the time of the original award.
