Biography

Photo of Caroline Cochran, Director of the Office of Planning, Analysis, and Evaluation at HRSACaroline "Carrie" Cochran was named Director of HRSA's Office of Planning, Analysis, and Evaluation (OPAE) in July 2015. In this role, she provides leadership on emerging policy, research, planning, engagement, and performance reporting activities in support of HRSA goals.  Prior to being named Director, Ms. Cochran served as Deputy Director.  Before joining OPAE, she served as the Deputy Associate Administrator in HRSA's Federal Office of Rural Health Policy.  Prior to joining HRSA in 2003, Ms. Cochran served as Project Director for a Corporation for National and Community Service program in her home state of Montana.  She holds a Bachelor of Arts degree in Sociology from Willamette University and a Master of Public Administration degree from the Maxwell School at Syracuse University.
