Biography

Richard "Rick" Goodman has served as Associate Administrator of OFAM since January 2014, after serving as the Deputy Associate Administrator for the previous two years.  Mr. Goodman came to HRSA in 2006, as the Director of the Division of Grants Management Operations.  During his time with HRSA, he has been instrumental in developing policies and procedures for improving the grants award process and ensuring the financial integrity of HRSA’s $7 billion grant portfolio.  Prior to coming to HRSA, Mr. Goodman was responsible for the management and oversight of the Federal Emergency Management Agency’s grant programs.  He has received numerous HRSA awards, including the HRSA Administrator’s Special Citation Award for his exemplary work.  Goodman received his Master of Arts from American University and has completed leadership training at the Federal Executive Institute.
