HRSA issues Certificates of Confidentiality for research that is supported by HRSA funds. 

To apply for a HRSA Certificate, investigators should first view the Applications Overview document (PDF – 152 KB) and consult with the Certificate of Confidentiality Coordinator. The Coordinator, Lisa Wright-Solomon, can be reached at lwright-solomon@hrsa.gov or (301) 443-1984. 

Certificate of Confidentiality Application Requirements 

To apply for a HRSA Certificate of Confidentiality, investigators should complete the following steps: 

  1. Download and review the Certificate of Confidentiality Applications Instructions document
  2. Contact the HRSA Certificate of Confidentiality Coordinator for an initial consultation:

  3. The investigators should submit an application letter electronically to the Coordinator, using the host research institution’s letterhead. The letter should be numbered according to the application instructions. Please write in complete sentences, concisely providing each item of information required in narrative format in the body of the letter. Portions of this narrative will be used verbatim to describe the research project in the Certificate that might be issued.
