About the Service Area Competition

Through the FY 2015 Service Area Competition (SAC), HRSA will award approximately $591 million in funding to an estimated 242 applicants. A SAC application is a request for federal financial assistance to continue support of comprehensive primary health care services for a competitively announced underserved area or population. All available service areas (see the Service Area Announcement Table below) are currently served by Health Center Program grantees whose project periods are ending in FY 2015. 

Service Area Announcement Table

The Service Area Announcement Table reflects the available FY 2015 funding by service area and respective target population(s). Use the drop-down menus to select a state, city, and/or project period start date for a customized list of available service areas. Only the states and cities with available service areas in FY 2015 are included in the drop-down lists.

Available service areas can be viewed as a searchable table (a customized list based on selected search criteria).

The Service Area Announcement Table provides the following information:

  • Project period start date
  • City - Current grantee’s administrative site location
  • State
  • HRSA announcement number
  • Total funding available
  • Funding for each population type
  • Patient origin and service area zip codes
  • Percentage of patients from each zip code
  • Patient target
  • Patient Origin Map (if available)

The Patient Origin Map (if available) is accessible by clicking on the city name in the table. The highlighted zip codes in the table are the service area zip codes as identified by the current grantee; the zip codes with affiliated patient percentages are the patient origin zip codes as reported by the current grantee in the 2013 Uniform Data System (UDS).

Eligible Applicants

Applicants must be public or nonprofit private entities, such as tribal, faith-based, or community-based organizations, that propose to serve a service area and its associated population (see section above). To be eligible an applicant must:

  • Propose to serve a service area and its associated population(s) identified in the Service Area Announcement Table.
  • Propose on Form 1A to serve at least 75 percent of the patient target listed in the SAAT by December 31, 2016. If the applicant proposes to serve less than 100% of the patient target, requested federal funding must be reduced according to the table in the FOA. A patient vs. budget calculator is provided below, under Technical Assistance Resources.
  • Propose on Form 5B the service area zip codes from which at least 75 percent of the current patients reside.
  • Propose to serve all currently targeted populations (i.e., CHC, MHC, HCH, PHPC) identified through the funding distribution in the SAAT.
  • Request annual Health Center Program funding that DOES NOT exceed the established cap (listed as Total Funding on the SAAT). Applicant maintains the current funding distribution between target populations as listed on the SAAT (i.e., CHC, MHC, HCH, and/or PHPC).

Announced Service Area

A Service Area Competition–Additional Area (SAC-AA) is announced when new service areas become available for competition after the SAC announcement for a given project period start date.  HRSA-15-118 is being announced for the Baltimore, Maryland service area. Details required for application are available in the FY 2015 SAC-AA Service Area Table.

SAC applications must be submitted via Grants.gov and the HRSA Electronic Handbooks (EHB).

  • Refer to the Application Deadlines table on this page to obtain the HRSA announcement number and associated deadlines.
  • Before you can apply for this funding opportunity, you must register in three places: DUNS, SAM and Grants.gov.
  • Go to http://www.grants.gov.
  • Select the Search Grants tab.
  • Type in the Funding Opportunity Number field, click the SEARCH button.
  • Click the Funding Opportunity Number (e.g., HRSA-15-008).
  • Click the Application Package tab.
  • Under Instructions and Application, click the Download link.
  • To download an application, complete the email information, or check the box to indicate that you would not like to provide your email address, and click the Submit button.
  • Click the Download Application Instruction link to download the FOA.
