HRSA is leading a historic modernization of the Organ Procurement and Transplantation Network (OPTN), designed to improve transparency, accountability, and patient-centeredness. At the end of 2024, HRSA launched OPTN discovery task orders to provide insights on the current state of OPTN operations across key areas of patient safety, policymaking, transportation/logistics, and communications. This work reflects a nine-month effort conducted from 2024 to 2025 to evaluate OPTN operations and processes during that timeframe, including identifying strengths, gaps, and opportunities for improvement. Each vendor’s reports are available, along with a brief summary developed by HRSA.
These assessments do not represent final government decisions; rather, they reflect the contractor’s observations and are shared to support public understanding and inform future vendor responses. All final decisions regarding solicitations, requirements, and implementation rest solely with the U.S. Government. Additionally, HRSA will ensure that the OPTN, through close collaboration with the Board of Directors and other stakeholders, advises, reviews, and provides necessary input to enable HRSA to match vendor services to the needs of the OPTN.
