State and Regional Primary Care Association Noncompeting Continuation Instructions

The NCC is due in the HRSA Electronic Handbook (EHB) on January 23, 2013 by 5:00 PM ET.

Purpose of the PCA

Through the State and Regional Primary Care Associations (PCA) Cooperative Agreements competition, HRSA will award approximately $43 million in funding to establish an estimated 51 cooperative agreements for fiscal years 2012-2016. HRSA seeks to establish cooperative agreements with state and regional organizations to provide training and technical assistance (T/TA) to potential and existing section 330 health centers, including:

  • Statewide/Regional Health Center T/TA Activities: Conduct statewide/regional health center T/TA activities based on the identified statewide/regional T/TA needs in the areas of Program Requirements and Performance Improvement.
  • Statewide/Regional Program Assistance: Conduct statewide/regional program assistance activities based on statewide/regional and/or HRSA/BPHC priorities.

A summary of required PCA T/TA focus areas and performance measures is listed on pages 3-6 of the FY 2012 State and Regional Primary Care Association Cooperative Agreement competitive funding opportunity announcement (FOA).
