About the program

The Department of Health and Human Services (HHS) provided claims reimbursement to health care providers for testing uninsured individuals for COVID-19, treating uninsured individuals with a COVID-19 diagnosis, and administering COVID-19 vaccines to uninsured individuals. A separate program, the HRSA COVID-19 Coverage Assistance Fund, was available to reimburse providers for COVID-19 vaccine administration to underinsured individuals whose health plan either did not include COVID-19 vaccination as a covered benefit or covered COVID-19 vaccine administration but with cost-sharing.

Discontinuation of the program

The Uninsured Program stopped accepting claims due to a lack of sufficient funds. No claims submitted after March 22, 2022, at 11:59 p.m. ET for testing or treatment were processed for adjudication/payment. No claims submitted after April 5, 2022, at 11:59 p.m. ET for vaccine administration were processed for adjudication/payment.

In June 2023, with the passage of the Fiscal Responsibility Act of 2023 and related rescission of program funds, no additional claims payments will be made under the Uninsured Program or Coverage Assistance Fund. Per the Terms and Conditions of each Program, all reporting and auditing requirements will continue without disruption.

Returning funds is a two-part process:

  1. Complete the online form via the Repayment Portal
  2. Once completed, you will automatically be redirected to Pay.gov.
  3. Transfer the funds via Pay.gov.
