Program Update

With the passage of the Fiscal Responsibility Act of 2023 and related rescission of program funds, no further payments will be made to providers under the Provider Relief Fund or the American Rescue Plan Rural Distribution, including no reconsideration payments. Likewise, no additional claims payments will be made under the Uninsured Program or Coverage Assistance Fund. Per the Terms and Conditions of each Program, all reporting and auditing requirements will continue without disruption.

Important Dates for Reporting

Reporting Period 7

  • The Provider Relief Fund (PRF) Reporting Portal is now open for Reporting Period 7 (RP7). Providers who received a PRF (General or Targeted) and/or American Rescue Plan Rural payment(s), exceeding $10,000 in the aggregate, from January 1 to June 30, 2023, are required to report on their use of funds during RP7. The deadline to submit a report is September 30, 2024, at 11:59 p.m. ET.
  • Providers must return unused funds to HRSA within 30 days of submitting a report. Visit the Returning Funds webpage for more details and instructions on returning funds to HRSA.

Program update: Post-Payment Notice of Reporting Requirements

HRSA published an updated PRF Distributions and American Rescue Plan (ARP) Rural Distribution Post-Payment Notice of Reporting Requirements (PDF - 137 KB) on April 22, 2024. The Notice supersedes all previous Notices of Reporting Requirements.

Key updates included:

  • The removal of Reporting Periods 8 and 9 line items to indicate the end of payment disbursements due to the Fiscal Responsibility Act
  • Updated guidance concerning the use of PRF and ARP Rural payments for lost revenues incurred within the period of availability up to June 30, 2023, the end of the quarter in which the Public Health Emergency ended

Reporting dates

Recipients who received one or more PRF and or ARP payments exceeding $10,000, in the aggregate, during a Payment Received Period are required to report in each applicable Reporting Period as outlined in the table below.

Recipients who received one or more payments totaling greater than $10,000 in the aggregate during a Payment Received Period must use the funds by the Deadline to Use Funds and must report for each applicable Reporting Period. Refer to the latest Post-Payment Notice of Reporting Requirements (PDF - 137 KB) for additional information.

  • The Payment Received Period describes a specific time period when the recipient received one or more payments. The payment is considered received on the deposit date for automated clearing house (ACH) payments or the check cashed date.
  • The Period of Availability of funds describes the time in which the recipient may use the payment for eligible expenses or lost revenues incurred.
  • The Deadline to Use Funds is the last date in which the recipient may use payments for eligible expenses, including services rendered, and lost revenues attributable to coronavirus.
  • The Reporting Time Period describes when the recipient must report on the use of funds. Recipients who do not report within the respective reporting time period will be considered out of compliance with payment Terms and Conditions and funds may be subject to recoupment.
