What are the tax consequences of receiving benefits under the CICP?

CICP payments are excluded from gross income for Federal income tax purposes, except for amounts attributable to, and not in excess of, deductions allowed under section 213 of the Internal Revenue Code (26 U.S.C. § 213) (relating to medical, etc. expenses) for any prior taxable year. In addition, CICP payments do not constitute wages and are not subject to withholding for Federal Insurance Contributions Act (FICA), Federal Unemployment Tax Act (FUTA), and Federal income tax withholding purposes, and do not constitute net earnings from self-employment for Self-Employment Contributions Act (SECA) purposes.
