John (Jack) Ganter serves as Chief of Staff [and Director of the Office of Legislation] at the Health Resources and Services Administration (HRSA). In these roles, he provides strategic counsel across HRSA program areas, leads HRSA’s legislative strategy, oversees the agency’s engagement with Congress. Mr. Ganter and his team manage relationships with Members of Congress and their staff and work closely with the HRSA Administrator, senior leadership, the Department of Health and Human Services (HHS), and the Office of Management and Budget (OMB) to advance HRSA’s priorities. His work supports the agency’s mission to protecting and improving the health and well-being of Americans, particularly those who are medically vulnerable, or live in areas where access to care is limited.
Prior to joining HRSA, Jack served as Legislative Director for Congressman Earl L. “Buddy” Carter, where he led health policy strategy and advised on legislative initiatives related to rural health care access, telehealth expansion, substance use disorder treatment and prevention, maternal and child health, and the 340B Drug Pricing Program. He worked closely with congressional committees, federal agencies, and stakeholder organizations to advance policies supporting providers serving rural communities.
Jack is a Georgia native and earned a Bachelor of Science in Business and Public Policy from Young Harris College.
