John (Jack) Ganter

John (Jack) Ganter serves as Director of the Office of Legislation at the Health Resources and Services Administration (HRSA). In this role, he leads HRSA’s legislative strategy and oversees the agency’s engagement with Congress. Mr. Ganter and his team manage relationships with Members of Congress and their staff and work closely with the HRSA Administrator, senior leadership, the Department of Health and Human Services (HHS), and the Office of Management and Budget (OMB) to advance HRSA’s priorities. His work supports the agency’s mission to improve health outcomes and expand access to quality health care for people who are geographically isolated, economically disadvantaged, or medically vulnerable.

Prior to joining HRSA, Jack served as Legislative Director for Congressman Earl L. “Buddy” Carter, where he led health policy strategy and advised on legislative initiatives related to rural health care access, telehealth expansion, substance use disorder treatment and prevention, maternal and child health, and the 340B Drug Pricing Program. He worked closely with congressional committees, federal agencies, and stakeholder organizations to advance policies supporting providers serving underserved and rural communities.

Jack earned a Bachelor of Science in Business and Public Policy from Young Harris College.
