Biography

Holly Wall, M.A., CHES, is a senior public health executive with over 20 years of cross-sector leadership experience spanning federal, state, and local systems. As a current Deputy Chief of Staff with the Health Resources and Services Administration (HRSA), she provides strategic counsel on national health policy, rural and behavioral health initiatives, and workforce development. Holly plays a key role in advancing initiatives that expand access to care, promote community-centered solutions, and align with administration-wide public health priorities.

Her extensive on-the-ground experience includes leading regional behavioral health operations, developing crisis intervention systems, and implementing innovative community-based programs, such as veterans’ treatment courts and opioid response strategies. Holly is known for her ability to build high-impact coalitions, evaluate complex systems, and deliver scalable solutions that reflect the voices of underserved populations. With a Master of Arts in Human Service Management and as a Certified Health Education Specialist, she brings both academic grounding and practical insight to her mission of transforming health systems through data-informed policy and collaborative leadership.
