Who can apply: This competition is open to current recipients and new eligible applicants proposing to provide comprehensive primary health care and support services in outpatient settings for low income, uninsured, and underserved people with HIV in the service areas as described in Appendix C. You can apply if your organization is in the United States and if your organization is a public or non-profit private entity and, as identified in section 2652(a)(1) of the PHS Act, are one of the following types: • Federally-qualified health centers under section 1905(1)(2)(B) of the Social Security Act; • Grant recipients under section 1001 of the PHS Act (regarding family planning) other than States; • Comprehensive hemophilia diagnostic and treatment centers; • Rural health clinics; • Health facilities operated by or pursuant to a contract with the Indian Health Service; • Community-based organizations, clinics, hospitals, and other health facilities that provide early intervention services to people who contracted HIV through intravenous drug use; or • Nonprofit private entities that provide comprehensive primary care services to populations at risk of HIV, including faith-based and community-based organizations. • Native American tribal governments and organizations are eligible.

Who can apply: Your organization must be a Health Center Program award recipient with an active H80 grant award to apply. Health Center Program award recipients are organizations funded under Section 330(e), (g), (h), and/or (i) of the Public Health Service Act.

Who can apply: Columbia, Puerto Rico, Guam, the U.S. Virgin Islands, the Commonwealth of the Northern Mariana Islands, and American Samoa. Nonprofit organizations that received MIECHV Program – Base Grant Award funding in FY 2023 are also eligible to apply in FY 2024, so long as the state, territory, or jurisdiction does not apply or is not approved to receive award funding for FY 2024 under this NOFO. Native American tribes, including tribal governments and tribal organizations, may be eligible to apply for Tribal MIECHV award opportunities administered by ACF in partnership with HRSA. Reauthorization of the MIECHV Program under Section 6101 of the Consolidated Appropriations Act, 2023 (P.L. 117-328) increased reservations for tribal entities from 3% to 6% of appropriations. Visit the Tribal MIECHV Website for more information. Accordingly, Native American tribal governments or organizations are not eligible for this specific funding opportunity.

Who can apply: Successful applications must target populations located in the states cited in the Radiation Exposure Compensation Act.

Note: Current NOSLO award recipients are not eligible to apply as the primary recipient for NOSLO State Health Services and Financing Funding.
