We do this by awarding grants to:

  • States and territories
  • Tribes
  • Educational and community groups 

What’s a grant? 

A grant is federal money for ideas and projects that benefit the public. 

Who can get a grant?

We award grants to organizations. These could be local or state governments. Our grants help them solve critical needs in their community.

What needs are critical?

A few examples:

  • Expanding the health workforce
  • Increasing access to affordable and quality health care
  • More options for telehealth 
  • HIV medical care, medications, and support services

Who can apply: You can apply if your organization is in the United States and is a state or political subdivision; a consortium of two or more states or political subdivision of states; a territory; a health facility or program operated by or pursuant to a contract with or grant from the Indian Health Services; or any other entity with appropriate expertise in NBS as determined by the Secretary, including a faith-based organization, tribe, or tribal organization. Per 42 U.S.C. § 201, the term “state” includes, in addition to the several states, only the District of Columbia, Guam, the Commonwealth of Puerto Rico, the Northern Mariana Islands, the Virgin Islands, American Samoa, and the Trust Territory of the Pacific Islands (Federated States of Micronesia, the Republic of the Marshall Islands, and Republic of Palau).

HSE grant project areas have been settled and it is not HRSA’s intent to alter or reset existing HSE project areas. Therefore, if you propose to serve a project area that fully overlaps with your own award or another HSE award, your application will be deemed ineligible and will not be considered. Who can apply: Eligible applicants include any domestic public or private entity. Domestic faith-based and community-based organizations, tribes, and tribal organizations are also eligible to apply. Recipients of Healthy Start Initiative: Eliminating Disparities in Perinatal Health (HRSA-19-049)13 are only eligible to apply for this grant if a new project area, not currently funded by your existing grant, is proposed. If overlapping areas are proposed, your application will be deemed ineligible and not considered. This provision ensures that new communities with the highest rates of maternal and infant mortality and morbidity that do not already have access to Healthy Start services are reached by this program.
