HRSA fulfills its mission through grants and cooperative agreements.
A grant is money, property, or direct help we award to a qualified non-federal entity (NFE).
A cooperative agreement is like a grant in that we award money to NFEs. However, we also help with program activities.
Who can apply:
You must be a domestic public or private, nonprofit entity, as demonstrated through the submission of the Evidence of Non-profit/Public Center Status (Attachment 11), outlined in Section IV.2.vi. Faith-based and community-based organizations, Tribes, and tribal organizations are eligible to apply.
FY 2024 State and Regional Primary Care Association (PCA) Cooperative Agreements
Who can apply:
Eligible applicants include domestic public or private, non-profit, or for-profit entities. Community-based organizations, tribes, and tribal organizations are eligible to apply for PCA funding. New organizations and organizations currently receiving funding as PCAs under Section 330(l) may submit applications.
Service Area Competition

Congressionally Directed Spending for Construction Projects
Who can apply:
Eligible entities are those organizations identified by Congress to receive specific amounts of funding for specific construction-related projects under the Consolidated Appropriations Act, 2023 (P.L. 117-328).

Health Center Program School-Based Service Expansion
Who can apply:
Eligible applicants must:
• Be a Health Center Program award recipient9 with an active H80 grant award.
• Propose to operate a new school-based service site in your health center’s current service area or currently operate a school-based service site, as evidenced by:
o School Commitment Documentation signed by school or school district officials specifying support for each proposed new or existing school-based service site.
o Form 5B: Service Sites indicates “school” site setting for each proposed new or existing school-based service site.
• Propose new and/or expanded services at one or more school-based service sites. If you do not already provide mental health services at each proposed school-based service site, you must propose to expand mental health services (in-person or virtual visit) at each proposed school-based service site.
