HRSA fulfills its mission through grants and cooperative agreements.

A grant is money, property, or direct help we award to a qualified non-federal entity (NFE).

A cooperative agreement is like a grant in that we award money to NFEs. However, we also help with program activities.

Children’s Hospitals Graduate Medical Education (CHGME) Payment Program

Who can apply: There are two categories of children’s hospitals that may be eligible for CHGME payments in FY 2019, depending on the funding appropriated to the program – “Currently Eligible Hospitals” or “Newly Qualified Hospitals.”  Hospitals that are applying for the first time for the CHGME program may be hospitals that are eligible as a “Newly Qualified Hospital” or hospitals that are new to the CHGME program but qualify under the “Currently Eligible Hospitals” requirements. Currently Eligible Hospitals: Includes freestanding children’s hospitals that meet the original eligibility requirements for CHGME payments that were established prior to the Children’s Hospital GME Support Reauthorization Act of 2013.  These freestanding children’s hospitals must meet the following criteria:  Participate in an approved GME residency training program as defined in section 1886(h)(5)(A) of the SSA; Have a Medicare payment agreement; Are excluded from the Medicare Inpatient Prospective Payment System (IPPS) under section 1886(d)(1)(B) of the Social Security Act (SSA) and its accompanying regulations; and Its inpatients are predominantly individuals under 18 years of age. Newly Qualified Hospitals: As per the Children’s Hospital GME Support Reauthorization Act of 2013, a freestanding hospital may be eligible for CHGME payments depending on the level of funding appropriated to the program if it meets the following criteria:    Participate in an approved GME residency training program as defined in section 1886(h)(5)(A) of the SSA; Have a Medicare payment agreement; Are excluded from the Medicare Inpatient Prospective Payment System (IPPS) under section 1886(d)(1)(B) of the Social Security Act (SSA) and its accompanying regulations; Its inpatients are predominantly individuals under 18 years of age; and Are not otherwise qualified to receive payments under this section or section 1886(h) of the SSA. For those freestanding children’s hospitals that met the above requirements as of April 7, 2014, and the Secretary had not previously determined an average number of FTE residents under section 1886(h)(4) of the SSA, the Secretary may establish such number of FTE residents for the purposes of calculating CHGME program payments. Who can apply: You must be a domestic public or nonprofit private entity, as demonstrated through the submission of the Evidence of Non-profit/Public Center Status (Attachment 11), outlined in Section IV.2.vi.[1]  Domestic faith-based and community-based organizations, Tribes, and tribal organizations are also eligible to apply.[2] [1] Only public agency health centers can have a co-applicant. A co-applicant is the established body that serves as the health center’s governing board when the public agency cannot meet the Health Center Program governing board requirements directly (Section 330(r)(2)(A) of the Public Health Service Act). School-Based Health Center Capital (SBHCC) Program

Who can apply: For the purposes of this funding opportunity, eligible applicants must: • Be a SBHC10 or a sponsoring facility11 of a SBHC applying on behalf of a SBHC. A SBHC: (i) Is located in or near a school facility of a school district or board, or a school facility of an Indian tribe or tribal organization; (ii) Is organized through school, community, and health provider relationships; (iii) Is administered by a sponsoring facility; (iv) Through health professionals, provides primary health services to children in accordance with State and local law, including laws relating to licensure and certification; and (v) Satisfies such other requirements as a State may establish for the operation of such a clinic.
