A grant is money, property, or direct help we award to a qualified non-federal entity (NFE).
A cooperative agreement is like a grant in that we award money to NFEs. However, we also help with program activities.
Who can apply:
Per statute, funds must be awarded to public institutions of higher education in states in the top quintile of states with a projected primary care provider shortage in 2025. HRSA has determined that the eligible applicants for this funding opportunity are limited to accredited public colleges of medicine in Mississippi, Alabama, Kentucky, Oklahoma, Utah, Arkansas, Missouri, and Indiana.
The “State-Level Projections of Supply and Demand for Primary Care Practitioners: 2013-2025” indicate there are 37 states with a shortage in 2025.13 The top quintile of 37 states is 7.4. However, because the difference in adequacy scores between the seventh and eighth position was less than one percentage point, HRSA made a decision to include the
top eight states: Mississippi, Alabama, Kentucky, Oklahoma, Utah, Arkansas, Missouri, and Indiana.
HRSA then identified accredited Osteopathic and Allopathic medical schools in those eight states using the Commission on Osteopathic College Accreditation (COCA) and Liaison Committee on Medical Education (LCME), selecting only those that identified as public, non-profit colleges of medicine. This resulted in 12 public, non-profit colleges of medicine within the eight states that are potentially eligible for MSE funding. HRSA has identified the following accredited public colleges of medicine in these eight states in the table below.
Behavioral Health Workforce Education and Training- Children, Adolescents, and Young Adults (BHWET-CAY) Program for Professionals
Who can apply:
For the purposes of this program, eligible applicants include:
• Accredited institutions of higher education or accredited professional training programs that are establishing or expanding internships or other field placement programs in mental health in psychiatry, psychology, school psychology, behavioral pediatrics, psychiatric nursing (which may include master’s and doctoral level programs), social work, school social work, substance use disorder prevention and treatment, marriage and family therapy, occupational therapy (which may include master’s and doctoral level programs), school counseling, or professional counseling, including such programs with a focus on child and adolescent mental health, trauma, and transitional-age youth;
• Accredited doctoral, internship, and post-doctoral residency programs of health service psychology (including clinical psychology, counseling, and school psychology) for the development and implementation of interdisciplinary training of psychology graduate students for providing behavioral health services, including trauma-informed care and substance use disorder prevention and treatment services, as well as the development of faculty in health service psychology; and
• Accredited master’s and doctoral degree programs of social work for the development and implementation of interdisciplinary training of social work graduate students for providing behavioral health services, including trauma-informed care and substance use disorder prevention and treatment services, and the development of faculty in social work.
In addition to entities in the 50 states, eligible entities may be located in the District of Columbia, Guam, the Commonwealth of Puerto Rico, the Northern Mariana Islands, American Samoa, the U.S. Virgin Islands, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau.
Domestic community-based organizations, tribes, and tribal organizations may also apply for these funds, if otherwise eligible.

Rural Maternity and Obstetrics Management Strategies Program
Who can apply:
Eligible applicants are non-profit or for-profit entities providing prenatal care, labor care, birthing, and postpartum care services in rural areas, frontier areas, or medically underserved areas, or to medically underserved populations or Indian Tribes or Tribal organizations.

National Organizations of State and Local Officials: State Health Services and Financing
Who can apply:
Eligible applicants include domestic public or private, non-profit, or for-profit entities, including community-based organizations, Tribes, and tribal organizations.

National Organizations of State and Local Officials: Health Policy Innovation
Who can apply:
Eligible applicants include domestic public or private, non-profit or for-profit entities, including community-based organizations, Tribes, and tribal organizations.
Congressionally Directed Spending for Construction Projects
Who can apply:
Eligible entities are those organizations identified by Congress to receive specific amounts of funding for specific construction-related projects under the Consolidated Appropriations Act, 2023 (P.L. 117-328).
Primary Care Training and Enhancement-Language and Disability Access (PCTE-LDA)
Who can apply:
Eligible entities include accredited public or nonprofit private hospitals, accredited schools of allopathic medicine or osteopathic medicine, accredited academically affiliated physician assistant training programs, and a residency training program in family medicine, general internal medicine, general pediatrics or combined general internal medicine and general pediatrics (“med-peds”).
Tribes and tribal organizations are also eligible to apply if otherwise eligible. Eligible applicants must provide documentation of accreditation from the relevant accrediting body.
