As of Oct. 1, 2020, we began using the new standard HHS Page 1 format for all HRSA Notices of Award (NoA). All HHS agencies will use the new format to provide universal, streamlined data.

Previously, each HHS agency had their own NoA format, causing difficulty for grant recipients when managing multiple awards from different agencies.

The standard NoA Page 1 provides consistency for grant recipients and a way to digitally receive or extract NoA data from federal grant systems, allowing data to be easily loaded into grant recipient systems or tools.

How does this benefit me and HHS?

  • Reduce grant recipient burden and allow for more process automation.
  • Decrease complexity for grant recipients while increasing the consistency of information.
  • Streamline HHS data dissemination and collection during award.
  • Provide uniform external messaging from HHS aligned to data standards.

September 2019

To reduce your reporting burden, the federal government standardized the general certification and representation requirements in both of the following:

  • SF-424B – Assurances – Non-Construction Programs
  • SF-424D – Assurances – Construction Programs

On January 1, 2020:

  • The System for Award Management (SAM) will store and maintain the updated common certification and representation requirements.
  • When you apply for federal financial assistance, you must validate the federally required common certifications and representations annually through the SAM.

July 2018

Due to fraudulent activity identified in their system, the System of Award Management ( made changes to their registration and renewal practices. These are their new requirements:

  • All new and renewing registrants will need to provide an original, signed notarized letter to authenticate the authorized Entity Administrator.
  • The first time you log in to after June 29, 2018, they will ask you to create a user account (if you do not already have one).
    • Going forward, you will use this username and password every time you log in to
