Goal 1: The main goal of the program is to improve maternal mental health and substance use disorder outcomes for pregnant and postpartum women by strengthening the capacity of obstetric, primary care, and other maternal health providers to conduct routine screening and assessment, provide timely treatment, and ensure appropriate referral and recovery support. The program also aims to reduce barriers to care, with a particular emphasis on rural communities and areas experiencing health professional shortages.

Eligible applicants are States, Indian Tribes, and Tribal organizations (as such terms are defined in section 4 of the Indian Self-Determination and Education Assistance Act) (25 U.S.C. § 5304)).
