Who can apply: The EMSC SP Program, authorized by the Public Health Service Act, Title XIX, 1910 (42 U.S.C. 300w-9), allocates funds through competitive grants to state governments and accredited schools of medicine in States. One HRSA EMSC SP award will be made per state/jurisdiction applicant. Should HRSA receive more than one eligible application from a specific state/jurisdiction, the higher-scoring applicant will be funded.

Who can apply: This funding opportunity is open to accredited dental education institutions eligible to receive RWHAP Part F funding under section 2692(b)(1)(B) of the Public Health Service (PHS) Act. Applicants are limited to accredited dental schools and other accredited dental education programs, such as dental hygiene programs or those sponsored by a school of dentistry, a hospital, or a public or private institution that offers postdoctoral training in the specialties of dentistry, advanced education in general dentistry, or a dental general practice residency.

Who can apply: Eligible applicants include domestic public and nonprofit private institutions of higher learning. Only institutions of higher learning may apply for training grants (See 42 CFR § 51a.3(b)). For purposes of this funding opportunity, an “institution of higher learning" is defined as any college or university accredited by a regionalized body or bodies approved for such purpose by the Secretary of Education, and any teaching hospital which has higher education among its purposes and functions and which has a formal affiliation with an accredited school of medicine and a full-time academic medical staff holding faculty status in such school of medicine.

Who can apply: Eligible applicant organizations include domestic accredited schools of dentistry, public or private nonprofit hospitals, or public or private nonprofit entities which the Secretary has determined are capable of carrying out such grant or contract such as an academic health center which holds its own accreditation for a primary care dental residency program. See 42 U.S.C. § 293k-2(a)(1) (Section 748(a)(1) of the Public Health Service Act). Domestic faith-based and community-based organizations federally recognized Indian tribes and tribal organizations are also eligible to apply, if otherwise eligible. The applicant institutions must be accredited by the Commission on Dental Accreditation (CODA) at the time of this application. HRSA will check the CODA website for accreditation confirmation.

Who can apply: Eligible applicants include accredited schools of dentistry or dental hygiene, public or private nonprofits hospitals, or other public or private nonprofit entities which the Secretary of Education has determined are capable of carrying out such grants to plan, develop, and operate an approved professional training program in the field of general dentistry, pediatric dentistry, public health dentistry for dental students, dental hygienists, or other approved primary care trainees such as dental therapists that emphasizes training for public health dentistry. Domestic faith-based and community-based organizations, community colleges, as well as Tribes and Tribal organizations, are eligible to apply provided they are capable of carrying out grants to plan, develop, and operate an approved professional training program in the field of general dentistry, pediatric dentistry, public health dentistry for dental hygiene students, or dental hygienists, or other approved primary care dental trainees as defined in the NOFO. All training activities must be conducted by an accredited entity. Programs in the process of receiving accreditation may apply however; the applicant or partner organization(s) must be accredited by the Secretary of Education or by the Commission on Dental Accreditation (CODA). Applicants can propose to develop an accredited program; however, the applicant organization responsible for the training must be an accredited program by July 1, 2023. HRSA will check the CODA website for accreditation confirmation. Accreditation must be maintained throughout the remainder of the project period. Failure to maintain accreditation will result in the termination of award funding under this NOFO.

Who can apply: Eligible applicants include state governments and accredited schools of medicine in states and jurisdictions. The term “school of medicine” for the purpose of this funding opportunity (and under 42 U.S.C. 300w-9(c) has the same meaning as set forth in  799B(1)(A) of the Public Health Service Act (42 U.S.C. 295p(1)(A)). The term “state” for the purpose of this funding opportunity includes, in addition to the several states, only the District of Columbia, Guam, the Commonwealth of Puerto Rico, the Northern Mariana Islands, the Virgin Islands, American Samoa, and the Trust Territory of the Pacific Islands. Per legislation, only three EMSC grant awards per state may be awarded to each state during any fiscal year.

Who can apply: Eligible entities are domestic public or private non-profit entities, including faith-based and community-based organizations, tribes, and tribal organizations. Specifically, these organizations may include, but are not limited to: 1) rural hospitals; 2) rural community-based ambulatory patient care centers, including rural health clinics; 3) health centers operated by a tribe or tribal organization, or an urban Indian organization; 4) graduate medical education consortiums, including schools of allopathic medicine or osteopathic medicine; and 5) faith-based and community-based organizations.

Who can apply: Eligible applicants are domestic public or private, non-profit entities, including faith-based and community-based organizations, tribes and tribal organizations, institutions of higher education, state and local governments, and hospitals that are capable of providing technical assistance, including area health education programs. Entities must have the capability to be national in scope (i.e., much broader than a local, multi-state, or regional focus). HRSA strongly encourages the applicant organization to have partnerships and/or establish and sustain a consortium to fulfill the full range of activities outlined in this notice. Partner examples include, but are not limited to training sites and/or other entities affiliated with community-based residencies, including family medicine, internal medicine, pediatrics, internal medicine-pediatrics, psychiatry, obstetrics and gynecology, general dentistry, pediatric dentistry, and geriatrics department chairs and medical and dental school deans; State Offices of Rural Health; Area Health Education Centers; Medical, Dental, and Professional Associations involved in residency training such as ACGME and CODA; Teaching Health Center Graduate Medical Education (THCGME) award recipients; national health center associations; and national rural associations. Recipients of the THCPD Program (HRSA-22-107) are not eligible to receive funding under this notice. Similarly, the THCPD-TA award recipient will not be eligible for funding under the THCPD Program.

Who can apply: Eligible applicants are located in the following NBRC-designated service areas: Maine: Androscoggin*, Aroostook, Franklin, Hancock, Kennebec, Knox, Oxford, Penobscot*, Piscataquis, Somerset, Waldo, and Washington counties New Hampshire: Belknap, Carroll, Cheshire, Coos, Grafton, and Sullivan counties New York: Cayuga, Clinton, Essex, Franklin, Fulton, Genesee, Greene, Hamilton, Herkimer*, Jefferson*, Lewis, Livingston*, Madison*, Montgomery, Niagara*, Oneida*, Orleans*, Oswego*, Rensselaer, Saratoga, Schenectady, Seneca, St. Lawrence, Sullivan, Washington*, Warren*, Wayne*, and Yates* counties Vermont: Addison, Bennington, Caledonia, Chittenden, Essex, Franklin*, Grand Isle, Lamoille, Orange, Orleans, Rutland, Washington, Windham, and Windsor counties *Indicates partially rural counties located in the NBRC service area. All other counties are fully rural with the exception of the following non-rural counties: Rensselaer, Saratoga, and Schenectady County in New York, and Chittenden and Grand Isle County in Vermont.

Who can apply: Eligible applicant organizations include accredited schools of dentistry, public or nonprofit private hospitals, or public or private nonprofit entities which the Secretary has determined are capable of carrying out such grant or contract such as an academic health center with an accredited primary care dental residency program. Domestic faith-based and community-based organizations, tribes, and tribal organizations are also eligible to apply, if otherwise eligible. The Center and subrecipient home institutions must be accredited by the Commission on Dental Accreditation (CODA) before September 1, 2021. HRSA will check the CODA website for accreditation confirmation.
