Who can apply: Eligible applicants include entities eligible for funding under RWHAP Parts A, B, C and D of Title XXVI of the PHS Act. Public and nonprofit private entities involved in addressing HIV/AIDS related issues at the regional or national level; state and local governments; academic institutions; local health departments; nonprofit hospitals and outpatient clinics; community-based organizations; and Indian Tribes or tribal organizations.

Who can apply: An eligible entity is a current THCGME Program payment recipient that was awarded funding under HRSA-20-011 that: i. Operates an accredited primary care residency program. Specific examples of eligible outpatient settings include, but are not limited to: • Federally qualified health centers, as defined in section 1905(l)(2)(B) of the Social Security Act [42 U.S.C. 1396d(l)(2)(B)]; • Community mental health centers, as defined in section 1861(ff)(3)(B) of the Social Security Act [42 U.S.C. 1395x(ff)(3)(B)]; • Rural health clinics, as defined in section 1861(aa)(2) of the Social Security Act [42 U.S.C. 1395x(aa)(2)]; • Health centers operated by the Indian Health service, an Indian tribe or tribal organization, or an urban Indian organization (as defined in section 4 of the Indian Health Care Improvement Act [25 U.S.C. 1603]); and • A community-based entity receiving funds under Title X of the PHS Act. The list of entities above is not exhaustive but does reflect the intent of the program to provide training in settings such as those served by the institutions listed.

Who can apply: Per statute, funds must be awarded to public institutions of higher education in states in the top quintile of states with a projected primary care provider shortage in 2025. HRSA has determined that the eligible applicants for this funding opportunity are limited to accredited public colleges of medicine in Mississippi, Alabama, Kentucky, Oklahoma, Utah, Arkansas, Missouri, and Indiana. The “State-Level Projections of Supply and Demand for Primary Care Practitioners: 2013-2025” indicate there are 37 states with a shortage in 2025.13 The top quintile of 37 states is 7.4. However, because the difference in adequacy scores between the seventh and eighth position was less than one percentage point, HRSA made a decision to include the top eight states: Mississippi, Alabama, Kentucky, Oklahoma, Utah, Arkansas, Missouri, and Indiana. HRSA then identified accredited Osteopathic and Allopathic medical schools in those eight states using the Commission on Osteopathic College Accreditation (COCA) and Liaison Committee on Medical Education (LCME), selecting only those that identified as public, non-profit colleges of medicine. This resulted in 12 public, non-profit colleges of medicine within the eight states that are potentially eligible for MSE funding. HRSA has identified the following accredited public colleges of medicine in these eight states in the table below.

Who can apply: Eligible applicants include domestic public or private, non-profit or for-profit entities, including community-based organizations, Tribes, and tribal organizations.

Who can apply: Eligible applicants under PHS Act Section 831 (f) provides, “eligible entity” includes accredited schools of nursing, as defined in section 801 (2), health care facilities, including federally qualified health centers or nurse-managed health clinics, or a partnership of such a school and facility. Domestic community-based organizations, tribes, and tribal organizations are also eligible to apply if otherwise eligible. Schools of nursing affiliated with the proposed project must be accredited public or private non-profit schools. Who can apply: Competing Continuation Programs: Entities that are currently funded under HRSA-18-122 and HRSA-19-096, are eligible to apply as competing continuation awards. 11 New Applicants: Eligible applicants include States; political subdivisions of states, territories, Indian Tribes and Tribal organizations not currently funded under HRSA-21-122 and HRSA-22-121-. • Note that Indian Tribes and Tribal organizations in states with existing awards are eligible to apply for new awards. Consortia of Tribes or Tribal organizations are encouraged to apply, where one Tribe or Tribal organization is applying on behalf of a larger consortium of Tribes or Tribal organizations.

Who can apply: Competing Continuation Programs: Entities that are currently funded under HRSA-18-122 and HRSA-19-096, are eligible to apply as competing continuation awards. 11 New Applicants: Eligible applicants include States; political subdivisions of states, territories, Indian Tribes and Tribal organizations not currently funded under HRSA-21-122 and HRSA-22-121-. • Note that Indian Tribes and Tribal organizations in states with existing awards are eligible to apply for new awards. Consortia of Tribes or Tribal organizations are encouraged to apply, where one Tribe or Tribal organization is applying on behalf of a larger consortium of Tribes or Tribal organizations.

Who can apply: Eligible organizations include public and nonprofit private entities, including institutions of higher education and academic health science centers involved in addressing HIV related issues on a national scope. Faith-based and community-based organizations, Tribes, and tribal organizations also are eligible to apply. Applicants have the option to submit proposals with collaborating organizations if the partnership enhances the approach, capability and reach of the cooperative agreement.

Who can apply: RWHAP Part A recipients that continue to meet the status as an eligible area as defined in the statute are eligible to apply for these funds. Eligibility for RWHAP Part A grants is based in part on the number of confirmed AIDS cases within a statutorily specified metropolitan area. The Secretary uses the Office of Management and Budget’s (OMB) census-based definitions of a Metropolitan Statistical Area (MSA) in determining the geographic boundaries of a RWHAP metropolitan area. HHS utilizes the OMB geographic boundaries that were in effect when a jurisdiction was initially funded under RWHAP Part A. For all newly eligible areas, the boundaries are based on current OMB MSA boundary definitions as listed in the Appendix: Geographic Service Areas. An Eligible Metropolitan Area (EMA) must have more than AIDS 2,000 cases reported to and confirmed by the CDC during the most recent five calendar years; a Transitional Grant Area (TGA) must have at least 1,000 but fewer than 2,000 AIDS cases reported to and confirmed by the CDC during the most recent five calendar years for which such data are available. In addition, for three consecutive years, recipients must not have fallen below both the required incidence levels already specified and required prevalence levels (cumulative total of living AIDS cases reported to and confirmed by the CDC, as of December 31 of the most recent calendar year for which such data are available). For an EMA, the required prevalence is 3,000 living AIDS cases. For a TGA, the required prevalence is 1,500 or more living AIDS cases. However, for a TGA with five percent or less of the total amount from grants awarded to the area under Part A unobligated, as of the end of the most recent FY, the required prevalence is at least 1,400 and fewer than 1,500 living AIDS cases. This competition is open to eligible Part A jurisdictions as listed in the Appendix: Geographic Service Areas. Tribes and tribal organizations are not eligible.

Who can apply: Eligible applicants include any domestic public or private entity, including an Indian tribe or tribal organization (as those terms are defined at 25 U.S.C. 5304 (formerly cited as 25 U.S.C. 450b)). See 42 CFR § 51a.3(a). Domestic faith-based and community-based organizations are eligible to apply.
