Who can apply: This competition is open to current RWHAP Part D grant recipients and new, eligible applicant organizations proposing to provide RWHAP Part D family-centered care in outpatient or ambulatory care settings to low income women, infants, children, and youth (WICY) with HIV in the entire service area as identified in the FY 2026 NOFO. As identified in section 2671 of the Public Health Service (PHS) Act, eligible applicants include public and nonprofit private entities (including a health facility operated by or pursuant to a contract with the Indian Health Service) that provide family-centered care involving outpatient or ambulatory care for WICY with HIV.

Who can apply: Other Eligibility CriteriaDomestic means the 50 states, the District of Columbia, the Commonwealth of Puerto Rico, the Northern Mariana Islands, American Samoa, Guam, the U.S. Virgin Islands, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau. Existing award recipients under the FY 2022 TPEC program funding opportunity (HRSA-22-141) whose period of performance ends September 29, 2027, are eligible to apply for funding under this announcement. If funded, the existing FY 2022 TPEC award will be relinquished, and a new award period of performance will begin. If an existing recipient applies but is not awarded funding under this announcement, their FY 2022 TPEC award will continue at the original level of funding through the end of the project period.

Who can apply:

Academic institutions, non-profit organizations including faith-based organizations, and those eligible for funding under Parts A-D of TItle XXVI of the Public Helath Service (PHS) Act as amended by the Ryan White HIV/AIDS Treatment Extension Act of 2009.

Who can apply: Only domestic organizations are eligible. "Domestic" means the 50 states, the District of Columbia, the Commonwealth of Puerto Rico, the Northern Mariana Islands, American Samoa, Guam, the U.S. Virgin Islands, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau. Faith-based organizations are eligible.

Who can apply: All 50 States, the District of Columbia, the Commonwealth of Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, the Republic of Palau, the Federated States of Micronesia, and the Republic of the Marshall Islands are eligible to apply for funding if they meet the following requirements: Eligible applicants are limited to RWHAP Part B states/territories that need additional funding: to reduce or eliminate an existing ADAP waiting list, to actively prevent the implementation of an ADAP waiting list, to address a projected increase in treatment needs aligned with Ending the HIV Epidemic in the U.S., and/or to address other unanticipated increases in the number of clients in the program due to new diagnosis, re-engagement in care, loss of income, and loss of health care coverage. States/territories that do not currently meet one or more of the above criteria are not eligible to apply. Tribes and tribal organizations are not eligible for this funding.

Who can apply: This competition is open to current recipients and new, eligible applicants proposing to provide comprehensive primary health care and support services in outpatient settings for low income, uninsured, and underserved people with HIV in the service areas as described in Appendix C. You can apply if your organization provides services in the service areas described in Appendix C, is in the United States, the Commonwealth of Puerto Rico, the Northern Mariana Islands, American Samoa, Guam, the U.S. Virgin Islands, the Federated States of Micronesia, the Republic of the Marshall Islands, or the Republic of Palau, is a public or non-profit private entity, and, as identified in section 2652(a)(1) of the PHS Act, is one of the following types of eligible organizations: • Federally-qualified health center under section 1905(1)(2)(B) of the Social Security Act; • Grant recipient under section 1001 of the PHS Act (regarding family planning) other than States; • Comprehensive hemophilia diagnostic and treatment centers; • Rural health clinics; • Health facilities operated by or pursuant to a contract with the Indian Health Service; • Community-based organizations, clinics, hospitals, and other health facilities that provide early intervention services to people who contracted HIV through intravenous drug use; or • Nonprofit private entities that provide comprehensive primary care services to populations at risk of HIV, including faith-based and community-based organizations. • Native American tribal governments and organizations are eligible.

Who can apply:

Eligible applicants are limited to states/territories that receive RWHAP Part B funding and need additional funding to: •reduce or eliminate an existing ADAP waiting list, •actively prevent the implementation of an ADAP waiting list, •address a reduction in available resources to fund ADAP, •address a current or projected increase in treatment needs aligned with ending the HIV epidemic in the U.S., and/or •address other increases in the number of clients in the program due to new diagnosis, re-engagement in care, loss of income, and/or loss of health care coverage.

Individuals are not eligible applicants under this NOFO. States/territories that do not currently meet one or more of the above criteria are not eligible to apply.
