General

How do we access the program guidance (also known as the Notice of Funding Opportunity, or NOFO)?

Use the project-specific guidance HRSA sent for the assigned project and apply under that guidance.

Administrative

Where can I find guidance on how my project must comply with the National Environmental Policy Act of 1969 (NEPA) requirements and Section 106 of the National Historic Preservation Act (NHPA)?

You can find information about NEPA and Section 106 of NHPA on BPHC-NEPA and NHPA. We will reach out and provide any relevant guidance. 

Should we submit a Construction or Non-construction application?

Please apply under the assigned guidance your organization received:  

FY 2026: HRSA-26-107 (Facilities and Equipment), & HRSA-26-106 (Non-construction). Using the wrong guidance can delay processing or require resubmission.

Is a transfer of the award to another organization allowable?

Transfers are not allowed. The application and award must stay with the organization identified for the project.

Does Executive Order 12372 review apply to these grants? 

These guidances are not subject to Executive Order 12372 review.

What are the required documents for Movable Equipment only projects?

  • SF-424C budget or construction form

What are the required documents for Design Only projects?

  • SF-424C budget or construction form
  • State Historic Preservation Officer (SHPO) / Tribal Historic Preservation Officer (THPO) review or approval

What are the application deadlines?

The application deadline for both HRSA-26-106, and HRSA-26-107 is July 6, 2026 (07/06/2026). 

What is the anticipated timeline for award decisions, and when will funds become available to recipients for drawdown and use under the CPF/CDS program?

Funds become available through the Payment Management System, after awarded, and may be drawn down as needed or as costs are incurred. All grant conditions listed in the Notice of Award must be met before drawing funds from the Payment Management System. 

What is the difference between a Budget Narrative and Budget Justification? Do I need to submit both? 

Yes. Both the Budget Narrative and the Budget Justification are required. The Budget Justification should show the line-by-line costs which are detailed in the budget narrative. Does my organization require a Unique Entity Identifier (UEI)? 

Yes. Applicants must use a UEI. Applicants with an active SAM.gov registration can find it in SAM.gov.

Why is a middle name or initial required on the key contact form?

The middle name or middle initial supports exclusion screening. Key contact examples include the Authorizing Official, Chief Executive Officer, Chief Operating Officer, Chief Medical Officer, and Chief Financial Officer must use their middle initial if one exists. 

Who should I include in the key contact form?

Examples of key personnel include: Project Director, Authorizing Official. 

What if a physical site is not yet secured?

If the site is not yet secured, say so in the application. HRSA may add a Notice of Award condition requiring site documentation later.

Funding

Applicable to Construction and Non-construction projects: Our organization has already started work on our project. Do we need to provide the full scope of our project, including the activities we have completed?

Yes. Please show the full project scope and total project cost, even if CPF/CDS funds cover only part of the project. Please also identify other funding sources and the status of those funds.

What if our work already started before award?

Still describe the full project. Pre-award activities require prior approval, are not guaranteed, and are at the recipient’s risk.

What about indirect costs and administrative expenses?

Indirect costs are not allowed for Construction or Facilities and Equipment projects. Non-construction projects may use an approved indirect cost rate under the applicable guidance. FY 2024 also caps Facilities and Equipment administrative costs at 10 percent of total cost or CDS award.

Do you require quotes and proof of payment?

Quotes do not need to be submitted with the application or during the performance period. Proof of payment is also not required. Recipients should keep invoices for your records.  

What about rebudgeting and changes to budget line items?

Recipients may rebudget within approved categories if the change stays under 25% of the approved federal budget. Budget changes exceeding 25% or changes in scope require prior approval.

I have a Construction project. Can we include and use the funding for equipment items with a unit cost that is less than $10,000?

Equipment items under $10,000 are allowable if they meet the applicable equipment definition in the guidance.

What is the Equipment-only classification?

Movable equipment includes planning, purchase, and deployment for non-expendable items with a useful life over one year, a unit cost of $10,000 or more, and movable without facility changes. Submit a list matching the Budget Narrative with item description, unit price, quantity, and total price.
Examples include:

  • Ultrasound machines
  • Exam tables
  • Vehicles
  • Furniture
  • Computers

How are the funds disbursed? Do we receive funds up front or are we reimbursed? 

Funds are awarded as a grant, made available up front, and may be drawn down by recipients as needed and appropriate. All conditions of the award must be met before funds can be drawn. 

Are these projects subject to Davis-Bacon wage requirements?

No. Davis-Bacon does not apply to these awards, but state and local wage requirements may still apply.

Can funds be spent at any time during the fiscal year requested, including before Congress approves the appropriation, and then submitted for reimbursement if the funding is later awarded?

Funds may be used only for the purpose and amount identified in the appropriations act and award guidance. 

What is the period of performance? 

Construction or Facilities and Equipment projects have a 3-year period of performance. Non-construction projects have a 1-year period of performance. 

Can we charge for pre-award costs and early work before the award start date?

Pre-award costs require prior approval and must fall within the appropriation’s allowable time window, as specified in the Notice of Funding Opportunity. Approval is not guaranteed and the recipient bears the risk of pre-award costs.

Is there any limited pre-construction activity before full clearance?

Only limited pre-construction activity may occur before full HRSA clearance, such as architectural and engineering work, permitting, historic preservation consultation, and environmental assessment work. Physical site preparation, demolition, alteration, renovation, and construction must wait until the environmental review is complete and approved. CDS funds should not be drawn until all Notice of Award grant conditions are met.

Does the Build America, Buy America (BABA) Act apply to CPF/CDS awards?

At present, Build America, Buy America does not apply.  

Post-Award

What happens after we submit a condition of award response in the Electronic Handbooks?

After a condition response is submitted in the Electronic Handbooks, HRSA reviews it and issues a new Notice of Award if the condition is approved/lifted. Project changes which occur after the lifting of all conditions require a Prior Approval Request.

Can we use remaining funds to purchase additional equipment?

Remaining funds cannot be used for additional equipment outside of the approved budget without prior approval.

Do we need to request payment before purchasing equipment, or can we request payment as reimbursement?

Request equipment or construction supplies payments as reimbursements to match the amount drawdown with the amount billed and expensed.

Can you clarify the process for drawing down funds within the Payment Management System (PMS)?

To access your award funds:

  1. Register with ID.me
  2. Register in the Payment Management System (PMS)

I'm unsure which documents to submit, or I do not have all the documents I need to respond to my condition of award. Is it okay to submit a partial response or re-submit what I provided in my application into the HRSA Electronic Handbooks (EHBs)?

Partial, incomplete, or duplicate condition responses will be returned. 

What if our organization cannot submit the required documents by the condition due date?

If a condition due date cannot be met, request an extension through the Electronic Handbooks.

Who should I contact if I have trouble registering or navigating the HRSA Electronic Handbooks (EHBs)?

HRSA EHBs Call Center at 1-877-Go4-HRSA (877-464-4772).

Do you allow a location adjustment? We may be able to move to another site with a better location and long-term expansion options.

Yes. Once we make the award, submit a Prior Approval request to change the approved location.

Your environmental reviewer contacted me to determine if they need other environmental or historic preservation compliance reviews for the proposed project. Once you make a final decision, what happens next?

If the environmental reviewer requires additional documentation, submit it in the Electronic Handbooks for review and approval. HRSA will issue a new Notice of Award once the condition is lifted.

Reporting

Where can I access the Semi-Annual Progress Report?

Login to Electronic Handbooks (EHBs) --> "Tasks" --> "Submissions" --> "Semi-Annual Progress Report" --> "Start."

How do we answer Construction Schedule and Earned Value Management since we only purchase equipment?

Provide as much detail as possible, such as the purchase status, cost, and purpose of the equipment.

Section 3 of the progress report asks about budget, location, or scope changes. Can you define the scope?

Base the scope on what you expect your project to complete during its project period.

Section 3 of the progress report asks about progress status as it relates to the percentage of the grant fund expenditures. Should we bill this to date or invoice it to date?

The progress report is a status update form. Please summarize the overall project budget and progress in your report.

What's the Financial Report, and how can I access it?

The Federal Financial Report (FFR) is used to submit financial data about your award. 

You must submit an FFR:

  • Each year, no later than 90 days after the budget period ends
  • One final time—at the end of your award—no later than 120 days after your budget period ends
