Nurse Faculty Loan Program

Who can apply: Eligible applicants are domestic accredited schools of nursing with advanced education nursing programs. Any school(s) of nursing affiliated with this application must be accredited at the time of application – and for the duration of the award – by a recognized body or bodies, or a state agency, approved by the Secretary of Education for nurse education accreditation. Applicants must submit official documentation of accreditation in Attachment 1 for all affiliated nursing programs. Eligible applicants must be located in the United States, Guam, Commonwealth of Puerto Rico, Northern Mariana Islands, American Samoa, U.S. Virgin Islands, Federated States of Micronesia, Republic of the Marshall Islands, or the Republic of Palau. Tribes and Tribal organizations may apply for these funds, if otherwise eligible. Individuals and foreign entities are not eligible under this NOFO. Cost sharing/matching is required for this program. Recipient institutions are required to deposit an institutional capital contribution (ICC) that is equal to not less than one-ninth of the FY 2023 Federal award amount, hereafter referred to as the Federal Capital Contribution (FCC). The ICC must be deposited at the time the FCC is received and deposited into the loan fund account.

Nurse Education, Practice, Quality and Retention (NEPQR)-Pathway to Registered Nurse Program (PRNP)

Who can apply: In accordance with Section 831(f) of PHS Act, eligible entities are defined in PHS Act section 801(2), and include an accredited school of nursing, such as a baccalaureate nursing program and community college that trains associate degree nurses, a health care facility, including federally qualified health centers or nurse-managed health clinics, or a partnership of such a school and facility. Schools of nursing affiliated with the proposed project must be accredited at the time of application. Applicants must provide documentation of current accreditation by a national nurse education accrediting agency, or a state agency approved by the U.S. Department of Education as Attachment 8. Individuals and for-profit entities are not eligible to apply. Ryan White HIV/AIDS Program Part B States/Territories Supplemental Grant Program

Who can apply: Under Sections 2620 and 2689(11) of the PHS Act, all “States” – defined as all 50 States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, the Republic of Palau, the Federated States of Micronesia, and the Republic of the Marshall Islands – are eligible for RWHAP Part B supplemental funding, unless any such state/territory had an unobligated balance of more than five percent of a prior year’s formula funds. Tribes and tribal organizations are not eligible. However, the Coronavirus Disease 2019 (COVID-19) public health emergency has posed significant challenges for RWHAP recipients, providers, and clients to provide and access care. On February 23, 2021, HRSA HAB released a letter that waived certain statutory penalties and administrative requirements for funds awarded in FY 2020 and 2021 in accordance with the Consolidated Appropriations Act, 2021, Pub. L. 116- 260, Division M, § 307. Requirements regarding the timeframe for obligation and expenditure of formula and supplemental RWHAP funds within the designated timeframe, including the requirement to submit an estimated unobligated balance and carryover request prior to the end of the grant year, and associated penalties were waived. Therefore, no states/territories will be deemed ineligible for the FY 2023 RWHAP States/Territories Part B Supplemental Grant Program.

Type 7: Pediatric Emergency Care Applied Research Network (PECARN)

Who can apply: Eligible applicants include States and accredited schools of medicine in States. The terms “accredited” and “school of medicine” for the purpose of this funding opportunity (and under 42 U.S.C. 300w-9(c)) have the same meaning as set forth in section 799B(1)(A) and (E) of the Public Health Service Act (42 U.S.C. 295p(1)(A) and (E)). Tribes and tribal organizations are not eligible. Pursuant to section 1910(a) of the PHS Act, no more than three awards under this authority may be made in a state (i.e., to a state or a school of medicine in such state). HRSA will not provide funds to more than three award recipients within each state in a given fiscal year. HRSA will make competitive awards under this announcement in accordance with the rank order established by the objective review committee, but if awarding funds to the next ranking applicant would result in a fourth award to any state, HRSA will skip that applicant and make the award to the next eligible applicant, ensuring compliance with this statutory restriction

Advanced Nursing Education Nurse Practitioner Residency and Fellowship (ANE-NPRF) Program
