Who can apply: This competition is open to current recipients and new eligible applicants proposing to provide RWHAP Part F Regional AETC services in the geographical regions listed in Appendix A. You can apply if your organization is in the United States the Commonwealth of Puerto Rico, the Northern Mariana Islands, American Samoa, Guam, the U.S. Virgin Islands, the Federated States of Micronesia, the Republic of the Marshall Islands, or the Republic of Palau, and is: • Public or private, nonprofit • School or academic health science center • Community-based • Tribal (government, organizations) To focus efforts on areas with the greatest prevalence of HIV and with relative shortages of HIV care and treatment professionals, for the AETC Regional Program HRSA has divided the United States into eight (8) geographic regions in alignment with the HHS Regions as listed in Appendix A. You must select only one region to support in your application and you must agree to support the HIV training and education needs across the entire region selected. In addition, your organization must be physically located in the region you intend to serve.

Who can apply: Eligible applicants include entities eligible for funding under RWHAP Parts A, B, C and D of Title XXVI of the PHS Act. Public and nonprofit private entities involved in addressing HIV/AIDS related issues at the regional or national level; state and local governments; academic institutions; local health departments; nonprofit hospitals and outpatient clinics; community-based organizations; and Indian Tribes or tribal organizations.

Who can apply: All 50 States, the District of Columbia, the Commonwealth of Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, the Republic of Palau, the Federated States of Micronesia, and the Republic of the Marshall Islands are eligible to apply for funding if they meet the following requirements: Eligible applicants are limited to RWHAP Part B states/territories that need additional funding: • to reduce or eliminate an existing ADAP waiting list, • to actively prevent the implementation of an ADAP waiting list, • to address a projected increase in treatment needs aligned with ending the HIV epidemic in the U.S., and/or • to address other unanticipated increases in the number of clients in the program due to new diagnosis, re-engagement in care, loss of income, and/or loss of health care coverage. States/territories that do not currently meet one or more of the above criteria are not eligible to apply. Tribes and tribal organizations are not eligible for this funding.

Who can apply: RWHAP Part A recipients that continue to meet the status as an eligible area as defined in the statute are eligible to apply for these funds. Eligibility for RWHAP Part A grants is based in part on the number of confirmed AIDS cases within a statutorily specified metropolitan area. The Secretary uses the Office of Management and Budget’s (OMB) census-based definitions of a Metropolitan Statistical Area (MSA) in determining the geographic boundaries of a RWHAP metropolitan area. HHS utilizes the OMB geographic boundaries that were in effect when a jurisdiction was initially funded under RWHAP Part A. For all newly eligible areas, the boundaries are based on current OMB MSA boundary definitions as listed in the Appendix: Geographic Service Areas. An Eligible Metropolitan Area (EMA) must have more than AIDS 2,000 cases reported to and confirmed by the CDC during the most recent five calendar years; a Transitional Grant Area (TGA) must have at least 1,000 but fewer than 2,000 AIDS cases reported to and confirmed by the CDC during the most recent five calendar years for which such data are available. In addition, for three consecutive years, recipients must not have fallen below both the required incidence levels already specified and required prevalence levels (cumulative total of living AIDS cases reported to and confirmed by the CDC, as of December 31 of the most recent calendar year for which such data are available). For an EMA, the required prevalence is 3,000 living AIDS cases. For a TGA, the required prevalence is 1,500 or more living AIDS cases. However, for a TGA with five percent or less of the total amount from grants awarded to the area under Part A unobligated, as of the end of the most recent FY, the required prevalence is at least 1,400 and fewer than 1,500 living AIDS cases. This competition is open to eligible Part A jurisdictions as listed in the Appendix: Geographic Service Areas. Tribes and tribal organizations are not eligible.

Who can apply: Eligible organizations include public and nonprofit private entities, including institutions of higher education and academic health science centers involved in addressing HIV related issues on a national scope. Faith-based and community-based organizations, Tribes, and tribal organizations also are eligible to apply. Applicants have the option to submit proposals with collaborating organizations if the partnership enhances the approach, capability and reach of the cooperative agreement.

Who can apply: Under Sections 2620 and 2689(11) of the PHS Act, all “States” – defined as all 50 States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, the Republic of Palau, the Federated States of Micronesia, and the Republic of the Marshall Islands – are eligible for RWHAP Part B supplemental funding, unless any such state/territory had an unobligated balance of more than five percent of a prior year’s formula funds. Tribes and tribal organizations are not eligible. However, the Coronavirus Disease 2019 (COVID-19) public health emergency has posed significant challenges for RWHAP recipients, providers, and clients to provide and access care. On February 23, 2021, HRSA HAB released a letter that waived certain statutory penalties and administrative requirements for funds awarded in FY 2020 and 2021 in accordance with the Consolidated Appropriations Act, 2021, Pub. L. 116- 260, Division M, § 307. Requirements regarding the timeframe for obligation and expenditure of formula and supplemental RWHAP funds within the designated timeframe, including the requirement to submit an estimated unobligated balance and carryover request prior to the end of the grant year, and associated penalties were waived. Therefore, no states/territories will be deemed ineligible for the FY 2023 RWHAP States/Territories Part B Supplemental Grant Program.

Who can apply: As identified in section 2652(a)(1) of the PHS Act, the following public and non-profit private entities are eligible to apply: a) Federally-qualified health centers under section 1905(1)(2)(B) of the Social Security Act; b) Grant recipients under section 1001 of the PHS Act (regarding family planning) other than States; c) Comprehensive hemophilia diagnostic and treatment centers; d) Rural health clinics; e) Health facilities operated by or pursuant to a contract with the Indian Health Service; f) Community-based organizations, clinics, hospitals, and other health facilities that provide early intervention services to people who contracted HIV through intravenous drug use; or g) Nonprofit private entities that provide comprehensive primary care services to populations at risk of HIV, including faith-based and community-based organizations.

Who can apply: As identified in section 2652(a)(1) of the PHS Act, the following public and non-profit private entities are eligible to apply: a) Federally-qualified health centers under section 1905(1)(2)(B) of the Social Security Act; b) Grant recipients under section 1001 of the PHS Act (regarding family planning) other than States; c) Comprehensive hemophilia diagnostic and treatment centers; d) Rural health clinics; e) Health facilities operated by or pursuant to a contract with the Indian Health Service; f) Community-based organizations, clinics, hospitals, and other health facilities that provide early intervention services to people who contracted HIV through intravenous drug use; or g) Nonprofit private entities that provide comprehensive primary care services to populations at risk of HIV, including faith-based and community-based organizations.

Who can apply: This funding opportunity is open to accredited dental education institutions eligible to receive RWHAP Part F funding under section 2692(b)(1)(B) of the Public Health Service (PHS) Act. Applicants are limited to accredited dental schools and other accredited dental education programs, such as dental hygiene programs, or those sponsored by a school of dentistry, a hospital, or a public or private institution that offers postdoctoral training in the specialties of dentistry, advanced education in general dentistry, or a dental-general practice residency. Tribes and tribal organizations are not eligible.

Who can apply: Eligible entities include public and nonprofit private entities, faith-based and community-based organizations, and tribes and tribal organizations. Foreign entities are not eligible for this award. (§ 2652 of Public Health Service (PHS) Act).
