Who can apply: All 50 States, the District of Columbia, the Commonwealth of Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, the Republic of Palau, the Federated States of Micronesia, and the Republic of the Marshall Islands are eligible to apply for funding if they meet the following requirements: Eligible applicants are limited to RWHAP Part B states/territories that need additional funding: • to reduce or eliminate an existing ADAP waiting list, • to actively prevent the implementation of an ADAP waiting list, • to address a projected increase in treatment needs aligned with ending the HIV epidemic in the U.S., and/or • to address other unanticipated increases in the number of clients in the program due to new diagnosis, re-engagement in care, loss of income, and/or loss of health care coverage. States/territories that do not currently meet one or more of the above criteria are not eligible to apply. Tribes and tribal organizations are not eligible for this funding.

Rural Health Care Coordination Program

Who can apply: Eligible applicants include domestic public or private, non-profit or for-profit entities, including faith-based, community-based, tribes, and tribal organizations. The applicant organization may be located in a rural or urban area, but must have demonstrated experience serving, or the capacity to serve, rural underserved populations. The applicant organization should describe in detail their experience and/or capacity to serve rural populations in the Project Abstract section of the application. The applicant organization must represent a network composed of members that include three or more health care providers. For the purposes of this funding opportunity, the terms “consortium” and “network” are used interchangeably. The applicant organization may not previously have received an award under 42 U.S.C. 254c(e) from the HRSA Federal Office of Rural Health Policy for the same or a similar project unless the applicant is proposing to expand the scope of the project or the area that will be served through the project.

Who can apply: Eligible applicants include any domestic public or private entity. Domestic faith-based and community-based organizations, tribes, and tribal organizations are also eligible to apply. Recipients of Healthy Start Initiative: Eliminating Disparities in Perinatal Health (HRSA-19-049)13 are only eligible to apply for this grant if a new project area, not currently funded by your existing grant, is proposed. If overlapping areas are proposed, your application will be deemed ineligible and not considered. This provision ensures that new communities with the highest rates of maternal and infant mortality and morbidity that do not already have access to Healthy Start services are reached by this program.

Behavioral Health Workforce Education and Training- Children, Adolescents, and Young Adults (BHWET-CAY) Program for Professionals

Who can apply: For the purposes of this program, eligible applicants include: • Accredited institutions of higher education or accredited professional training programs that are establishing or expanding internships or other field placement programs in mental health in psychiatry, psychology, school psychology, behavioral pediatrics, psychiatric nursing (which may include master’s and doctoral level programs), social work, school social work, substance use disorder prevention and treatment, marriage and family therapy, occupational therapy (which may include master’s and doctoral level programs), school counseling, or professional counseling, including such programs with a focus on child and adolescent mental health, trauma, and transitional-age youth; • Accredited doctoral, internship, and post-doctoral residency programs of health service psychology (including clinical psychology, counseling, and school psychology) for the development and implementation of interdisciplinary training of psychology graduate students for providing behavioral health services, including trauma-informed care and substance use disorder prevention and treatment services, as well as the development of faculty in health service psychology; and • Accredited master’s and doctoral degree programs of social work for the development and implementation of interdisciplinary training of social work graduate students for providing behavioral health services, including trauma-informed care and substance use disorder prevention and treatment services, and the development of faculty in social work. In addition to entities in the 50 states, eligible entities may be located in the District of Columbia, Guam, the Commonwealth of Puerto Rico, the Northern Mariana Islands, American Samoa, the U.S. Virgin Islands, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau. Domestic community-based organizations, tribes, and tribal organizations may also apply for these funds, if otherwise eligible. Note: Individuals are not eligible to apply under this NOFO.
