The RCORP-Rural Centers of Excellence on Substance Use Disorders work to reduce substance use disorder (SUD), and opioid use disorder (OUD), in rural communities.
How do Centers of Excellence work?
They work by identifying and sharing evidence-based programs and best practices that treat and prevent SUD in rural communities. They focus on the current opioid crisis and develop methods to address future SUD epidemics.
Additionally, you can contact the COEs for technical assistance on their areas of focus, regardless of where you are located.
Who are the Rural Centers of Excellence (RCOEs)?
There are three RCOEs and each has its own focus area.
Center on Rural Addiction (CORA), University of Vermont, Burlington, VT
Focus Area
Treatment interventions for SUD, particularly OUD
Purpose
Support addiction treatment and prevention in rural communities in Maine, New Hampshire, and Vermont.
Tasks
- Identify current OUD treatment needs;
- Address SUD epidemics and facilitate rural workforce development;
- Assess and treat rural patients’ SUD and related needs; and
- Expand OUD treatment capacity

Collaboration between Fletcher Group, Inc. (London, KY) and the University of Kentucky
Focus Area
Recovery housing programs for SUD, particularly OUD
Purpose
Facilitate evidence-based prevention, promote effective treatment and social recovery, and establish quality community-based recovery housing targeted to 101 rural counties in 8 states: Kentucky, Georgia, West Virginia, Ohio, Idaho, Montana, Oregon, and Washington.
Tasks
- Assist public health entities, practitioners, and leaders
- Address SUD/OUD with evidence-based prevention, treatment, and risk reduction (focus on recovery housing)
- Provide technical assistance recovery housing programs
- Help establish treatment and recovery housing options for low-income and high-risk people, including those involved with the criminal justice system
- Promote and evaluate recovery housing programs
- The Fletcher Group uses Recovery KY – a peer-driven long-term recovery program. Each of the 18 facilities serve 100 or more residents for up to two years.

Focus Area
Synthetic opioid-related overdose mortality in the Appalachian region
Purpose
Address overdose mortality targeted to 20 high-need rural Appalachian counties in Kentucky, New York, Ohio, and West Virginia.
Tasks
- Identify best practices that reduce morbidity and mortality from synthetic opioid use
- Work with state and clinical leaders in local communities to adapt best practices
- Address high-priority needs related to the opioid crisis
- Provide technical assistance, including administrative research and support and financial modeling
