Who can apply: This competition is open to current RWHAP Part D grant recipients and new, eligible applicant organizations proposing to provide RWHAP Part D family-centered care in outpatient or ambulatory care settings to low income WICY with HIV in the entire service area as described in Appendix B. As identified in section 2671 of the Public Health Service (PHS) Act, eligible applicants include public and nonprofit private entities (including a health facility operated by or pursuant to a contract with the Indian Health Service, and faith-based and Tribes/Tribal organizations) that provide family-centered care involving outpatient or ambulatory care (directly or through contracts or MOUs) for WICY with HIV. All applicants must meet the basic requirements of a RWHAP Part D Program as outlined in this NOFO and as established in section 2671 of the PHS Act. All applicants must demonstrate need based upon epidemiologic data. All applicants may only submit applications that address the entire RWHAP Part D geographic service area(s) for which they are applying to as published in Appendix B.

Who can apply: You must be a domestic public or private, nonprofit entity, as demonstrated through the submission of the Evidence of Non-profit/Public Center Status (Attachment 11), outlined in Section IV.2.vi.7 Faith-based and community-based organizations, Tribes, and tribal organizations are eligible to apply.8

Who can apply: Eligible applicants include accredited schools of dentistry or dental hygiene, public or private nonprofits hospitals, or other public or private nonprofit entities which the Secretary of Education has determined are capable of carrying out such grants to plan, develop, and operate an approved professional training program in the field of general dentistry, pediatric dentistry, public health dentistry for dental students, dental hygienists, or other approved primary care trainees such as dental therapists that emphasizes training for public health dentistry. Domestic faith-based and community-based organizations, community colleges, as well as Tribes and Tribal organizations, are eligible to apply provided they are capable of carrying out grants to plan, develop, and operate an approved professional training program in the field of general dentistry, pediatric dentistry, public health dentistry for dental hygiene students, or dental hygienists, or other approved primary care dental trainees as defined in the NOFO. All training activities must be conducted by an accredited entity. Programs in the process of receiving accreditation may apply however; the applicant or partner organization(s) must be accredited by the Secretary of Education or by the Commission on Dental Accreditation (CODA). Applicants can propose to develop an accredited program; however, the applicant organization responsible for the training must be an accredited program by July 1, 2023. HRSA will check the CODA website for accreditation confirmation. Accreditation must be maintained throughout the remainder of the project period. Failure to maintain accreditation will result in the termination of award funding under this NOFO.

Who can apply: Eligible applicants include domestic public or private, non-profit entities; academic institutions and academic health science centers. Domestic faith-based and community-based organizations, tribes, and tribal organizations are also eligible to apply.

Who can apply: Eligible applicants include any domestic public or private entity, including an Indian tribe or tribal organization (as those terms are defined at 25 U.S.C.§ 450b). See 42 CFR § 51a.3(a). Domestic faith-based and community-based organizations are also eligible to apply.

Who can apply: Eligible applicants include entities eligible for funding under Parts A - D of Title XXVI of the Public Health Service (PHS) Act, including public and nonprofit private entities; state and local governments; academic institutions; local health departments; nonprofit hospitals and outpatient clinics; and community health centers receiving support under Section 330 of the PHS Act. Domestic faith-based and community-based organizations, tribes, and tribal organizations are also eligible to apply.

Who can apply: Eligible applicants include any domestic public or private entity. Domestic faith-based and community-based organizations, tribes, and tribal organizations are eligible to apply. Eligibility for this funding opportunity is limited to applicants within the 50 states, the District of Columbia, the 5 U.S. Territories (American Samoa, Guam, Puerto Rico, the Northern Mariana Islands, and the U.S. Virgin Islands) and entities that will serve American Indian and/or Alaska Native Tribes.

Who can apply: Eligible applicants include domestic public or private entities, as demonstrated through Attachment 1: Proof of Organizational Status. Domestic faith-based and community-based organizations, Tribes, and tribal organizations are also eligible to apply. b) You must be one of the following (see Section 330(e)(1)(C) of the Public Health Service Act (42 U.S.C. 254b(e)(1)(C)): • An HCCN (see description above) or • A current Health Center Program award recipient, funded for at least the 2 consecutive preceding years, and applying on behalf of an HCCN. c) The HCCN must be at least majority controlled by Health Center Program (H80) award recipients (e.g., the majority of governing board members of the HCCN are employed by or otherwise representatives of Health Center Program (H80) award recipients) and, as applicable, at least majority owned by Health Center Program (H80) award recipients, as demonstrated by Attachment 9: Network Bylaws. If applicable, include a list of shareholders or other proof of majority ownership by Health Center Program Award Recipients in Attachment 13: Other Documents. d) The HCCN must have its own governing board, independent of the boards of its health center members, as demonstrated by Attachment 9: Network Bylaws.

Who can apply: For the purpose of this NOFO, eligible applicants are accredited allopathic schools of medicine, osteopathic medicine, dentistry, pharmacy, and graduate programs in behavioral or mental health that meet the requirements of Section 736(c) of the PHS Act. The four designated Historically Black Colleges and Universities (HBCUs) listed in Section 736(c)(2) are not eligible for this NOFO; they are eligible to compete under a separate funding announcement to be issued in FY 2023. Other HBCUs not listed in Section 736(c)(2) are eligible to compete for this NOFO under the “Other COE” designation

Who can apply: Eligible applicants shall be domestic public or private, non-profit or for-profit entities, including faith-based, community-based, tribes and tribal organizations. The applicant organization may be located in a rural or urban area, but must have demonstrated experience serving, or the capacity to serve, rural underserved populations. The applicant organization should describe their experience and/or capacity serving rural populations in the Project Abstract section of the application. b. Applicants should list the rural counties that will be served. Proposed counties should be fully rural, but if counties are partially rural counties, please include the rural census tract(s) in the Project Abstract. It is important that applicants list the rural counties (or rural census tract(s) if the county is partially rural) that will be served through their proposed project, as this will be one of the factors that will determine the applicant organization’s eligibility to apply for this grant funding. • To ascertain rural service areas, please refer to https://data.hrsa.gov/tools/rural-health. Each applicant organization and network partner must have its own EIN number unless an exception is requested (see details below under ‘Exceptions Request’). d. In addition to the 50 U.S. states, only organizations in the District of Columbia, Guam, the Commonwealth of Puerto Rico, the Northern Mariana Islands, American Samoa, the U.S. Virgin Islands, the Federated State of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau may apply. If you are located outside the 50 states, you must still meet the eligibility requirements.
