Who can apply: Competing Continuation Applicants: Entities that are currently funded under HRSA-19-019 are eligible to apply as competing continuation applicants. New Applicants: Eligible applicants are state professional licensing boards including but not limited to organizations that are in consortia with or associations of state licensing boards that cooperate to develop and implement state policies that will reduce statutory and regulatory barriers to telehealth.

Who can apply: The following domestic entities are eligible applicants: • Schools of Allopathic Medicine • Schools of Osteopathic Medicine • Schools of Nursing • Schools of Allied Health • Schools of Pharmacy • Schools of Dentistry • Schools of Public Health • Schools of Optometry • Schools of Chiropractic • Schools of Veterinary Medicine • Schools of Podiatric Medicine • Physician Assistant Education Programs The following accredited graduate programs are also eligible applicants: • Health Administration • Behavioral Health and Mental Health Practice including: o Clinical Psychology o Clinical Social Work o Professional Counseling o Marriage and Family Therapy • Additional eligible applicants include: o a health care facility o a program leading to certification as a certified nurse assistant, o a partnership of a school of nursing and health care facility, or o a partnership of a program leading to certification as a certified nurse assistant, and a health care facility. Community-based organizations, Tribes, and Tribal organizations may apply if otherwise eligible. All eligible applicants must be accredited. In Attachment 7 the applicant organization must provide: • a statement that they hold continuing accreditation from the relevant accrediting body and are not under probation, and • the dates of initial accreditation and next accrediting body review. The full letter of accreditation is not required. If a partner institution holds the accreditation for the training program, a letter of agreement should be provided as well.

Who can apply: An eligible entity is a current THCGME Program payment recipient that was awarded funding under HRSA-20-011 that: i. Operates an accredited primary care residency program. Specific examples of eligible outpatient settings include, but are not limited to: • Federally qualified health centers, as defined in section 1905(l)(2)(B) of the Social Security Act [42 U.S.C. 1396d(l)(2)(B)]; • Community mental health centers, as defined in section 1861(ff)(3)(B) of the Social Security Act [42 U.S.C. 1395x(ff)(3)(B)]; • Rural health clinics, as defined in section 1861(aa)(2) of the Social Security Act [42 U.S.C. 1395x(aa)(2)]; • Health centers operated by the Indian Health service, an Indian tribe or tribal organization, or an urban Indian organization (as defined in section 4 of the Indian Health Care Improvement Act [25 U.S.C. 1603]); and • A community-based entity receiving funds under Title X of the PHS Act. The list of entities above is not exhaustive but does reflect the intent of the program to provide training in settings such as those served by the institutions listed.

Who can apply: You can apply if your organization is in the United States and is: Public or private Community-based Tribal (governments, organizations) Additional Notes: If you are a recipient of the Healthy Start Initiative – Enhanced (HRSA-23-130) (HSE) you are still eligible to apply for this grant if you are proposing a new project area, that is, an area not currently served by your or an existing HSE award. HSE grant project areas have been settled and it is not HRSA’s intent to alter or reset existing HSE project areas. Therefore, if you propose to serve a project area that fully overlaps with your own award or another HSE award, your application will be deemed ineligible and will not be considered. Please see Appendix H for a list of Healthy Start Initiative – Enhanced project areas.

Who can apply: Eligible applicants include domestic public or private, non-profit or for-profit entities, including faith-based, community-based, tribes, and tribal organizations. The applicant organization may be located in a rural or urban area, but must have demonstrated experience serving, or the capacity to serve, rural underserved populations. The applicant organization should describe in detail their experience and/or capacity to serve rural populations in the Project Abstract section of the application. The applicant organization must represent a network composed of members that include three or more health care providers. For the purposes of this funding opportunity, the terms “consortium” and “network” are used interchangeably. The applicant organization may not previously have received an award under 42 U.S.C. 254c(e) from the HRSA Federal Office of Rural Health Policy for the same or a similar project unless the applicant is proposing to expand the scope of the project or the area that will be served through the project.

Who can apply: Eligible applicants include any domestic public or private entity. Domestic faith-based and community-based organizations, tribes, and tribal organizations are also eligible to apply. Recipients of Healthy Start Initiative: Eliminating Disparities in Perinatal Health (HRSA-19-049)13 are only eligible to apply for this grant if a new project area, not currently funded by your existing grant, is proposed. If overlapping areas are proposed, your application will be deemed ineligible and not considered. This provision ensures that new communities with the highest rates of maternal and infant mortality and morbidity that do not already have access to Healthy Start services are reached by this program.

Who can apply: Competing Continuation Programs: Entities that are currently funded under HRSA-18-122 and HRSA-19-096, are eligible to apply as competing continuation awards. 11 New Applicants: Eligible applicants include States; political subdivisions of states, territories, Indian Tribes and Tribal organizations not currently funded under HRSA-21-122 and HRSA-22-121-. • Note that Indian Tribes and Tribal organizations in states with existing awards are eligible to apply for new awards. Consortia of Tribes or Tribal organizations are encouraged to apply, where one Tribe or Tribal organization is applying on behalf of a larger consortium of Tribes or Tribal organizations.

Who can apply: Competing Continuation Programs: Entities that are currently funded under HRSA-18-122 and HRSA-19-096, are eligible to apply as competing continuation awards. 11 New Applicants: Eligible applicants include States; political subdivisions of states, territories, Indian Tribes and Tribal organizations not currently funded under HRSA-21-122 and HRSA-22-121-. • Note that Indian Tribes and Tribal organizations in states with existing awards are eligible to apply for new awards. Consortia of Tribes or Tribal organizations are encouraged to apply, where one Tribe or Tribal organization is applying on behalf of a larger consortium of Tribes or Tribal organizations.

Who can apply: RWHAP Part A recipients that continue to meet the status as an eligible area as defined in the statute are eligible to apply for these funds. Eligibility for RWHAP Part A grants is based in part on the number of confirmed AIDS cases within a statutorily specified metropolitan area. The Secretary uses the Office of Management and Budget’s (OMB) census-based definitions of a Metropolitan Statistical Area (MSA) in determining the geographic boundaries of a RWHAP metropolitan area. HHS utilizes the OMB geographic boundaries that were in effect when a jurisdiction was initially funded under RWHAP Part A. For all newly eligible areas, the boundaries are based on current OMB MSA boundary definitions as listed in the Appendix: Geographic Service Areas. An Eligible Metropolitan Area (EMA) must have more than AIDS 2,000 cases reported to and confirmed by the CDC during the most recent five calendar years; a Transitional Grant Area (TGA) must have at least 1,000 but fewer than 2,000 AIDS cases reported to and confirmed by the CDC during the most recent five calendar years for which such data are available. In addition, for three consecutive years, recipients must not have fallen below both the required incidence levels already specified and required prevalence levels (cumulative total of living AIDS cases reported to and confirmed by the CDC, as of December 31 of the most recent calendar year for which such data are available). For an EMA, the required prevalence is 3,000 living AIDS cases. For a TGA, the required prevalence is 1,500 or more living AIDS cases. However, for a TGA with five percent or less of the total amount from grants awarded to the area under Part A unobligated, as of the end of the most recent FY, the required prevalence is at least 1,400 and fewer than 1,500 living AIDS cases. This competition is open to eligible Part A jurisdictions as listed in the Appendix: Geographic Service Areas. Tribes and tribal organizations are not eligible.

Who can apply: Eligible applicants include accredited schools of medicine, osteopathic medicine, public health, dentistry, veterinary medicine, optometry, pharmacy, allied health, chiropractic, podiatric medicine, public and nonprofit private schools that offer graduate programs in behavioral and mental health, programs for the training of physician assistants, and other public or private nonprofit health or educational entities able to carry out the activities of the program, including community colleges, technical colleges, and tribal colleges. Pursuant to the statutory authority, nursing schools and programs are not eligible to apply for this funding opportunity. Eligible entities must be located within the 50 states, the District of Columbia, Commonwealth of Puerto Rico, Commonwealth of Northern Mariana Islands, the U.S. Virgin Islands, Guam, American Samoa, the Republic of Palau, Republic of the Marshall Islands, and the Federated States of Micronesia.
