Who can apply: Eligible organizations include national organizations; state, local, and Indian tribal governments; institutions of higher education; other non-profit organizations (including faith-based, community-based, and tribal organizations); and academic health science centers.

Who can apply: Eligible applicants include state governments and accredited schools of medicine in states and jurisdictions. The term “school of medicine” for the purpose of this funding opportunity (and under 42 U.S.C. 300w-9(c) has the same meaning as set forth in  799B(1)(A) of the Public Health Service Act (42 U.S.C. 295p(1)(A)). The term “state” for the purpose of this funding opportunity includes, in addition to the several states, only the District of Columbia, Guam, the Commonwealth of Puerto Rico, the Northern Mariana Islands, the Virgin Islands, American Samoa, and the Trust Territory of the Pacific Islands. Per legislation, only three EMSC grant awards per state may be awarded to each state during any fiscal year.

Who can apply: Eligible applicants include all domestic public or private, non-profit or for-profit entities, including faith-based and community-based organizations, tribes, and tribal organizations. In addition to the 50 U.S. states, organizations in the District of Columbia, Guam, the Commonwealth of Puerto Rico, the Commonwealth of the Northern Mariana Islands, American Samoa, the U.S. Virgin Islands, the Federated State of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau may apply. The applicant organization may be located in an urban or rural area and should have the staffing and infrastructure necessary to oversee program activities, serve as the fiscal agent for the award, and ensure that local control for the award is vested in the targeted rural communities.

Who can apply: Eligible applicants are accredited schools of nursing with advanced education nursing programs. Any school(s) of nursing affiliated with this application must be accredited at the time of application – and for the duration of the award – by a recognized body or bodies, or a State agency, approved by the Secretary of Education for nurse education accreditation. Applicants must submit official documentation of accreditation in Attachment 1 for all affiliated nursing programs. Eligible applicants must be located in the United States, Guam, Commonwealth of Puerto Rico, Northern Mariana Islands, American Samoa, U.S. Virgin Islands, Federated States of Micronesia, Republic of the Marshall Islands, or the Republic of Palau. Tribes and Tribal organizations may apply for these funds, if otherwise eligible. Individuals and foreign entities are not eligible under this NOFO.

Who can apply: Eligible entities are domestic public or private non-profit entities, including faith-based and community-based organizations, tribes, and tribal organizations. Specifically, these organizations may include, but are not limited to: 1) rural hospitals; 2) rural community-based ambulatory patient care centers, including rural health clinics; 3) health centers operated by a tribe or tribal organization, or an urban Indian organization; 4) graduate medical education consortiums, including schools of allopathic medicine or osteopathic medicine; and 5) faith-based and community-based organizations.

Who can apply: This competition is open to current recipients and new eligible applicants proposing to provide comprehensive primary health care and support services in outpatient settings for low income, uninsured, and underserved people with HIV in the service areas as described in Appendix B. As identified in section 2652(a)(1) of the PHS Act, the following public and non-profit private entities are eligible to apply: a) Federally-qualified health centers under section 1905(1)(2)(B) of the Social Security Act; b) Grant recipients under section 1001 of the PHS Act (regarding family planning) other than States; c) Comprehensive hemophilia diagnostic and treatment centers; d) Rural health clinics; e) Health facilities operated by or pursuant to a contract with the Indian Health Service; f) Community-based organizations, clinics, hospitals, and other health facilities that provide early intervention services to people who contracted HIV through intravenous drug use; or g) Nonprofit private entities that provide comprehensive primary care services to populations at risk of HIV, including faith-based and community-based organizations. Tribes and tribal organizations that meet the above criteria are eligible to apply.

Who can apply: Organizations eligible for PCHP funding: • Are Health Center Program operational (H80) grant award recipients under sections 330(e), (g), (h), and/or (i), • Have at least one operational service delivery site at a fixed address22 in one of the targeted geographic locations, and • Did not receive an FY 2020 or FY 2021 PCHP award. See the PCHP technical assistance webpage for a list of eligible health centers.

Who can apply: Only states (current Medicare Rural Hospital Flexibility Program award recipients in states with certified Critical Access Hospitals) are eligible to apply for funding under this notice, per the authorizing statute (Title XVIII, Section 1820(g)(6) of the Social Security Act (42 U.S.C. 1395i-4(g)(6)). The Governor designates the eligible applicant from each state. HRSA will only accept one application from each state.
