Who can apply: Eligible applicants include domestic public, nonprofit, or private organizations, such as: domestic faith-based and community organizations; state governments and universities; colleges; research institutions; hospitals; local governments; and federally recognized tribal governments, tribes, and tribal organizations. • Native American tribal governments (federally recognized) are eligible. • Native American tribal organizations (other than federally recognized tribal governments) are eligible.

Who can apply: Eligible applicants include domestic public or private, non-profit or for-profit entities, including faith-based, community-based, tribes, and tribal organizations. The applicant organization may be located in a rural or urban area, but must have demonstrated experience serving, or the capacity to serve, rural underserved populations. The applicant organization should describe in detail their experience and/or capacity to serve rural populations in the Project Abstract section of the application. The applicant organization must represent a network composed of members that include three or more health care providers. For the purposes of this funding opportunity, the terms “consortium” and “network” are used interchangeably. The applicant organization may not previously have received an award under 42 U.S.C. 254c(e) from the HRSA Federal Office of Rural Health Policy for the same or a similar project unless the applicant is proposing to expand the scope of the project or the area that will be served through the project.

Who can apply: Eligible applicants include any domestic public or private entity. Domestic faith-based and community-based organizations, tribes, and tribal organizations are also eligible to apply. Recipients of Healthy Start Initiative: Eliminating Disparities in Perinatal Health (HRSA-19-049)13 are only eligible to apply for this grant if a new project area, not currently funded by your existing grant, is proposed. If overlapping areas are proposed, your application will be deemed ineligible and not considered. This provision ensures that new communities with the highest rates of maternal and infant mortality and morbidity that do not already have access to Healthy Start services are reached by this program.

Who can apply: Eligible applicants under PHS Act Section 831 (f) provides, “eligible entity” includes accredited schools of nursing, as defined in section 801 (2), health care facilities, including federally qualified health centers or nurse-managed health clinics, or a partnership of such a school and facility. Domestic community-based organizations, tribes, and tribal organizations are also eligible to apply if otherwise eligible. Schools of nursing affiliated with the proposed project must be accredited public or private non-profit schools. See Section III.1 of this notice of funding opportunity (NOFO) for complete eligibility information.

Who can apply: Competing Continuation Programs: Entities that are currently funded under HRSA-18-122 and HRSA-19-096, are eligible to apply as competing continuation awards. 11 New Applicants: Eligible applicants include States; political subdivisions of states, territories, Indian Tribes and Tribal organizations not currently funded under HRSA-21-122 and HRSA-22-121-. • Note that Indian Tribes and Tribal organizations in states with existing awards are eligible to apply for new awards. Consortia of Tribes or Tribal organizations are encouraged to apply, where one Tribe or Tribal organization is applying on behalf of a larger consortium of Tribes or Tribal organizations.

Who can apply: In FY 2023, HRSA received an additional appropriation to continue funding for the three existing RCORP-COEs (HRSA-19-108). Eligible applicants include current RCORP-RCOE award recipients: • University of Vermont – RCORP-Rural Center of Excellence on SUD Treatment • University of Rochester – RCORP-Rural Center of Excellence on SUD Prevention • The Fletcher Group – RCORP- Rural Center of Excellence on SUD Recovery

Who can apply: RWHAP Part A recipients that continue to meet the status as an eligible area as defined in the statute are eligible to apply for these funds. Eligibility for RWHAP Part A grants is based in part on the number of confirmed AIDS cases within a statutorily specified metropolitan area. The Secretary uses the Office of Management and Budget’s (OMB) census-based definitions of a Metropolitan Statistical Area (MSA) in determining the geographic boundaries of a RWHAP metropolitan area. HHS utilizes the OMB geographic boundaries that were in effect when a jurisdiction was initially funded under RWHAP Part A. For all newly eligible areas, the boundaries are based on current OMB MSA boundary definitions as listed in the Appendix: Geographic Service Areas. An Eligible Metropolitan Area (EMA) must have more than AIDS 2,000 cases reported to and confirmed by the CDC during the most recent five calendar years; a Transitional Grant Area (TGA) must have at least 1,000 but fewer than 2,000 AIDS cases reported to and confirmed by the CDC during the most recent five calendar years for which such data are available. In addition, for three consecutive years, recipients must not have fallen below both the required incidence levels already specified and required prevalence levels (cumulative total of living AIDS cases reported to and confirmed by the CDC, as of December 31 of the most recent calendar year for which such data are available). For an EMA, the required prevalence is 3,000 living AIDS cases. For a TGA, the required prevalence is 1,500 or more living AIDS cases. However, for a TGA with five percent or less of the total amount from grants awarded to the area under Part A unobligated, as of the end of the most recent FY, the required prevalence is at least 1,400 and fewer than 1,500 living AIDS cases. This competition is open to eligible Part A jurisdictions as listed in the Appendix: Geographic Service Areas. Tribes and tribal organizations are not eligible.

Who can apply: Eligibility is limited to public or non-profit institutions of higher learning and public or private non-profit agencies engaged in research or in programs relating to maternal and child health and/or services for children with special health care needs. See 42 CFR § 51a.3 (b). Faith-based and community-based organizations, tribes, and tribal organizations are eligible to apply. MSIs are especially encouraged to apply to this opportunity; non-MSI applicants are expected to partner with an MSI. Non-profit applicants are required to submit proof of non-profit status as Attachment 4. A foreign applicant will need to be affiliated with a U.S. entity (i.e., university, institution) with a U.S. EIN established and recognized by HRSA to be considered a public or nonprofit institution of higher learning or a public or private nonprofit agency.
