Who can apply: Any domestic public or private entity, including an Indian tribe or tribal organization (as those terms are defined at 25 U.S.C. 5304(formerly cited as 25 U.S.C. 450b)) is eligible to apply. See 42 CFR § 51a.3(a). Domestic faith-based and community-based organizations are also eligible to apply. If funded, for-profit organizations are prohibited from earning profit from the federal award (see 45 CFR § 75.216(b)).

In addition to the 50 U.S. states, organizations in the District of Columbia, Guam, the Commonwealth of Puerto Rico, the Northern Mariana Islands, American Samoa, the U.S. Virgin Islands, the Federated State of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau may apply. The applicant organization may be located in an urban or rural area.

Who can apply: Eligible applicants for the HWRC Cooperative Agreement Program are a State, a State workforce investment board, a public health or health professions school, an academic health center, or an appropriate public or private nonprofit entity. Faith-based and community-based organizations are eligible to apply for these funds if otherwise eligible. Tribes and tribal organizations may apply for these funds, if otherwise eligible. Foreign entities are not eligible for this award.

Who can apply: Entities eligible to apply for this grant program include the 50 states, the District of Columbia, Guam, the Commonwealth of Puerto Rico, the Northern Mariana Islands, the U.S. Virgin Islands, American Samoa, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau. In order to be eligible, states must demonstrate that the program operated with the grant funds will be administered directly by a state agency. States must also agree that the  grant funds will be used to pay all or part of the principal, interest, and related expenses of qualifying educational loans of health care professionals, in return for their provision of primary health care services in federally designated HPSA. The contract between the state and the health care professional must contain a breach provision and other terms that are not more favorable than the terms provided under the National Health Service Corps (NHSC) Loan Repayment Program (LRP). See 42 U.S.C. 254q-1(c).

Who can apply: Eligible applicants include entities eligible for funding under RWHAP Parts A – D of Title XXVI of the Public Health Service (PHS) Act, including public and non-profit private entities, state and local governments, academic institutions, local health departments, non-profit hospitals and outpatient clinics, community health centers receiving support under Section 330 of the PHS Act, faith-based and community-based organizations, and Indian Tribes or tribal organizations with or without federal recognition.
